This position serves as the Financial Analyst (Financial Quality Review Specialist) for the Finance Section, Support Services Division, for the Philadelphia, PA Regional Benefits Office (RO). An integral element of duties include providing assistance to finance employees, especially in difficult or unusual cases. Is fully accountable for all waiver and finance decision rendered across a wide variety of federal benefits. Review decisions for benefit debt waivers and employee debt waivers.

Duties

Serve as a subject matter expert on all aspects of fiscal and accounting activities. Provide management and operating officials, advice and assistance on all financial matters. Accountable for all waiver and finance decisions rendered across a wide variety of federal benefits. Compensation for service-connected disability, including eligibility to special monthly compensation. Concur with existing decision or recommend a reconsideration based on the facts and evidence considered by the previous decision-maker as well as facts discovered in the quality review. Provide assistance to finance employees, especially in difficult or unusual cases. Apply expertise in conducting post-decision reviews of waivers and finance transactions. Provide constructive feedback to each FAS, Accountant, or PSA as appropriate concerning the cases he/she adjudicated. Performan complex audits of benefits for compensation and pension benefit programs. Payment tracing, review, and reconciliation with the US Treasury Department.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/18/2024. The Office of Personnel Management's (OPM's) group qualification standards covering white collar occupations in the Federal competitive service can be found: Here Specialized Experience: To qualify for GS-12: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: Providing administration and oversite of fiscal programs that include the payment for general operating expenditures and payments. AND experience in two of the following areas: 1. Administering an agency benefits payment program. 2. Experience in the functional aspects of finance to include completion of financial statements, cost reports, and balance sheets for an organization. 3. Maintaining an organization budget for staff expenditures. OR 4. Providing accounting analysis and advice to senior management officials. This experience could have been gained in maintaining a budget for staff expenditures, as well as providing accounting analysis and advice to senior management officials within a governmental, public, private, or not for profit organization. There is no provision to substitute education for specialized experience at the GS-12 grade level. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.

Education

There is no provision to substitute education for specialized experience at the GS-12 grade level.
