The position reports to the Medical Director of Innovation within the VHA IDEAS Center and works closely with the medical center Exec. Dir., the VHA Innovation Ecosystem Executive Director, and the Director if the VHA Innovators Network. The position is responsible for designing, leading, and developing the strategic vision and operational execution of the VHA IDEAS Center.
Duties
Major Duties
Innovation Director
i. Demonstrates experience with and knowledge of the major issues, program goals and objectives, work processes, and clinical/administrative operations related to innovation within the VHA IDEAS Center, VHA Innovation Ecosystem, and medical center.
ii. Demonstrates experience with and knowledge of the laws, policies, regulations, and precedents applicable to VHA around design, intellectual property, invention, and innovation.
iii. Develops the strategic vision of the VHA IDEAS Center. Including developing detailed plans, goals and objectives for the long- range implementation and administration of the VHA IDEAS Center, and VHA Innovation Ecosystem, in line with and taking into account the medical center goals.
iv. Develops criteria for evaluating the effectiveness of the IDEAS Center as well as oversee innovation program development, giving and direction to the Innovation program coordinator to meet expectations and improve said effectiveness within the VHA IDEAS Center, VHA Innovation Ecosystem, and the medical center.
v. Develops and executes a communication plan in coordination with local Public Affairs and VHA Innovation Ecosystem national Communications Officer.
vi. Coordinates, directs and evaluates all work done by external contractors in support of VHA IDEAS center programing.
vii. Establishes performance measures for assessment of innovation impact and value to the organization.
viii. Demonstrates knowledge or experience with Human Centered Design concepts, innovation, intellectual property, and entrepreneurship.
ix. Supports development of learning activities, workshops and trainings, for employees with diverse skill sets and professional backgrounds.
x. Facilitates collaboration with internal and external stakeholders, such as designers, engineers, entrepreneurs, makers, and other facilitators, to run a full spectrum of innovation training activities at the novice, beginner, intermediate, and expert levels.
Innovative and Clinical Care
i. Maintains own clinical schedule by providing direct evaluation, assessment, treatment.
ii. Provides clinical services through face to face and tele rehabilitation for occupational therapy appointments.
iii. Serves as a subject matter expect (SME) for innovation projects with internal and external stakeholders related to occupational therapy and related physical medicine and rehabilitation innovations.
iv. Establishes formal and informal relevant clinical partnerships with industry partners related to occupational therapy and healthcare innovation.
v. Ensures quality patient care in accordance with American Occupational Therapy Association (AOTA) Code of Ethics.
vi. Ensures current occupational therapy standards of practice, clinical practice guidelines, OT assessment tools, clinical interventions and treatments are utilized.
vii. Collaborates with facility leadership, Medical Director of Innovation, CVHCS supervisors, and staff to facilitate efficient and effective delivery of innovative, patient centered care.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Certification. Candidates must possess a current NBCOT Certification as an OT.
State Licensure. Candidates must possess a full, current and unrestricted state license, to practice Occupational Therapy in a State, Territory or Commonwealth of the United State(i.e., Puerto Rico), or in the District of Columbia.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: . In addition to the basic requirements, completion of 1 year of progressively complex experience equivalent to the next lower grade level directly related to the position being filled which demonstrates knowledge, skills, abilities and other characteristics that are directly related to the specific assignment.
Knowledge, Skills & Abilities:
At the GS14 level, the following KSAs are required:
1. Ability to plan, evaluate and coordinate the wide ranging programmatic elements for services provided in concert with internal and external stake holders.
2. Ability to serve as a facilitator and/or negotiator in coordinating program initiatives among local, regional or national coordinators and interdisciplinary teams to improve quality of care for patients.
3. Ability to set priorities, delegate tasks, meet multiple deadlines and balance responsibilities and work with great autonomy.
4. Ability to articulate and communicate the assignment, project, problem to be solved, actionable events and objectives; as well as provide direction on work methods, practices, and procedures.
5. Knowledge of internal and external resources related to the program managed.
Preferred Experience:
1. Experience in administration is preferred.
2. Experience with development and/or administration of programs for, or provision of, innovative healthcare programs, practices, or products to persons with disabilities, their families, and service providers.
3. Knowledge, experience and understanding of the innovation theories and applications, VHA innovation program policies, practices and procedures..
Supervisory Controls:
This position supervises all FTE within the IDEAS Center with the exception of the Medical Director; this includes, but is not limited to the Innovation Program Coordinator, Clinical Innovation Specialist, Innovation Specialist, IDEAS Center fellow, and IDEAS Center program manager and analyst within the Innovation Service. This assignment functions with great autonomy. This assignment is knowledgeable about local, regional, and national policies to ensure compliance. OTs in this assignment are responsible for strategic planning to ensure the provision of high-quality services that meet the needs of the Veterans being served. The IDEAS Center Director makes decisions that affect staff and other resources with a wide latitude of control and independent judgment. The incumbent is part of the Innovation Service and reports to the Medical Director of IDEAS Center for Innovation.
