This position is located at Ft. Meade VA Health Care Center, where the incumbent provides supervision over textile care services which are conducive to healing, safety, infection control, and code compliant, throughout the VA Black Hills Health Care System Medical Centers located in Hot Springs and Fort Meade, South Dakota. In addition, the incumbent provides contracted textile care services to non-VA government facilities located in Western South Dakota.

Duties

Major duties include but are not limited to: Provides direct supervision to employees performing a variety of duties supporting textile care services at the Black Hills Health Care System located at Fort Meade, Rapid City CBOC and Hot Springs, South Dakota. Must be computer literate in Microsoft Office and seek to improve those skills on an on-going basis. Able to manage multiple Laundry Plant priorities within budgeted funds. Assess skills of available personnel to ensure adequate coverage. Establish deadlines and account for quality and quantity of work accomplished. Training subordinates in work operations, using oral and written instructions and procedures, specifically in Laundry Plant practices and safety procedures. Inspects production to determine if work is completed in accordance with practices established by the National Association of Institutional Linen Management (NAILM), International Fabricate Institute (IFI) and Textile Rental Services Association (TRSA) and accepted industry standards. Incorporate practices necessary to implement the requirements of Executive Order 13101, "Greening the Government through Waste Prevention, Recycling, and Federal Acquisition." In the performance of official duties the incumbent has access to printed and electronic files containing sensitive data. Incumbent is responsible for adhering to security provisions for protecting automated data from unauthorized release, loss, alteration, or deletion and follows all applicable regulations and instructions regarding access to computerized files and release of access codes. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing operating large commercial steam washers and extractors with computerized formulas, large commercial steam dryers, large folders, large steam ironers, water reclamation, linen distribution principles, managing inventory controls, textile care, quality controls, and the ability to analyze and assign duties to subordinates. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate level degree or two full years of progressively higher-level graduate education leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education, and the total combined percentages of experience and education must meet or exceed 100% of the minimum education required for the position. Preferred experience: Two years laundry operations.
