This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located with the Directorate of Public Works, Operations and Maintenance Division at Fort Riley, Kansas.
Duties
Installs, maintains and repairs electrical wiring system, related switches, distribution panels and outlet boxes, as well as a wide variety of electrical fixtures
Performs the full range of work involved in the maintenance and repair of overhead and underground electrical systems.
Operates standby generator equipment and truck with winch and power takeoff, aerial boom, and related equipment.
Installs home and industrial services by running wires from pole to entrance weather-head.
Plans and layouts new circuits, modifies, troubleshoots and repairs complete systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to possess or obtain and maintain a Government Drivers license within 90 days of employment.
- This position has been designated as a mandatory drug testing position.
- This position requires the completion of a pre-employment Physical Examination and an annual examination
- The duties of this position require the incumbent to possess or obtain and maintain a State Class A Commercial Driver’s license within 90 days of employment.
- This position has a requirement to lift up to 40 lbs. in the regular performance of duties.
- This position requires incumbent to handle of specific hazardous wastes generated by unit, activity, or facility.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications WG 08 (Screen Out Element): Ability to do the work of a(n) Electrician ~ without more than normal supervision. I have the ability to perform common duties of an Electrician duties. I can, perform common tasks including bending and installing conduit, installing boxes and fixtures, and pulling wire using basic hand and power tools such as measuring tapes, conduit benders, pliers, screw drivers, drills, and rotary hammers while assisting the journeyman Electrician; and keeping parts and tools storage cabinets properly arranged and maintaining current inventories. I work under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. Failure to meet this Screen out Element will result in an ineligible rating.
Minimum Qualifications WG 10 (Screen Out Element): Ability to do the work of a(n) Electrician ~ without more than normal supervision. - I have the ability to perform common electrical maintenance and repair duties on existing electrical lines, circuits and fixtures. I can operate common hand tools and measuring devices of the electrical trade, such as screw drivers, wire cutters, strippers, and/or test meters. Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL EFFORT: Moderately heavy physical effort is exerted as incumbent works aloft on poles, at ground level, and in ground trenches, or manholes. Work requires bending, stooping, climbing and standing for long periods. Coordination of eyes, hands, legs, and body is needed in installing, repairing, and testing electrical equipment in confined spaces such as manholes and overhead structures. Light physical effort is used in reaching, bending, turning, or moving hands, arms, feet and legs to operate hand and foot controls. Moderate physical effort is required in the handling of objects weighing up to 20 pounds and the occasional handling of objects weighing over 40 pounds. Making couplings between vehicle and towed equipment requires moderate physical effort in that heavy chains, bars, hooks, etc. must be lifted and properly secured
WORKING CONDITIONS : Works outside most of the time, subject to extremes of weather conditions and in close proximity to high voltage lines and equipment. Subject to injury by contact with high voltage lines, and service panels, strains from awkward positions, and less serious cuts and bruises when handling tools and materials. Drives in all types of traffic and weather and is exposed to the possibility of serious accidents. Subject to cuts, bruises, and broken bones as a result of accidents while driving or when loading and unloading vehicles.
