Duties

The primary purpose of this position serve as the sole Operations and Maintenance (O&M, Procurement, and Investment Appropriations) Budget Analyst for Budget Activity (BA) 01, Operating Forces and (BA) 03, Training and Recruiting; performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities of the 361st Intelligence, Surveillance, and Reconnaissance Group (361 ISRG) and geographically separated squadrons. Responsible for four Program Elements and three operating account codes (OACs) which involve funding for activities at six separate operating locations. Responsible for a wide range of complex budget functions related to the formulation, analysis, programming, and execution of annual and multi-year budgets. Performs budget formulation work involving review and preparation of budget estimates and financial plans. Prepares and presents briefings to the group corporate structure and others. Serves as the organizational point of contact and liaison with the personnel office on civilian personnel issues.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must possess quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Specialized experience would be demonstrated by knowledge of detailed intensive federal budgetary regulations, policies, methods, practices, processes, and procedures to formulate, justify, and execute difficult and complex budget work for assign budget accounts. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. -OR- To view specialized experience click on the following link: http://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#GS-PROF KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of detailed intensive budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute difficult and complex budget for assigned budget accounts, including knowledge of DoD Planning, Programming, Budget, and Execution System (PPBES). Knowledge and skill applying the principles, practices and methods of budget execution to determine whether obligations, expenditures and requested allocations are within funding limitations in the approved budget. Knowledge of mission, functions, goals, objectives, work processes, and sources of funding pertinent to organization. This includes knowledge of plans, programs and organizational structure to relate program commitments and issues with respect to budgetary obligations and expenditures, extensive reprogramming actions and adjustments to budget plans involving substantial resources. Ability to select and apply appropriate analytical methods and techniques, to gather facts and use effective analytical methods to accurately assess information, make sound decisions, and reconcile conflicting data to include ability to maintain and modify the budget structure, including appropriation accounts and special transaction codes. Knowledge of automated data processing software program(s) capabilities and automated budget system(s) for usage to accomplish difficult or complex budget/funding tasks and skill in building and manipulating data on spreadsheets. Skill in analyzing and comparing cost benefit rations of alternative budget and program actions to determine trade-offs and the most cost-effective approach to solve competing program requirements. This includes the ability to gather and analyze data to prepare budgets, assess the effects of budgetary and/or program changes, develop alternatives, and make recommendations to resolve difficult and complex budget/funding problems. Ability to communicate effectively with others, both orally and in writing, to negotiate complex issues working out solutions to problems or questions and maintain good working relationships essential to express the organization's budgetary position to a variety of audiences and to defend and negotiate organization's requirements in relation to other competing requirements. ADDITIONAL CONDITIONS OF EMPLOYMENT: Position is designated special-sensitive and requires eligibility for access to incumbent Sensitive Compartmented Information (SCI). other intelligence-related Special Sensitive Information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. Incumbent must be able to obtain and maintain a TOP SECRET (TS) security clearance with access to SCI. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Forces as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. KEY: This is a key position. Incumbent must be removed from any military recall status if alternatives are not available for filling this position during an emergency. Requires flexibility to work other than normal duty hours, which may include evenings, weekends, and/or holidays. This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certifications program. Position requires temporary duty travel (TDY) utilizing military and/or commercial transportation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
