Duties

Joining Customs & Border Protection (CBP), Office of Human Resources Management, will allow you to utilize your expertise to serve as a subject matter expert responsible for a variety of assignments involving advice, consultation, and guidance on various issues relating to labor-management relations for CBP. This position starts at a salary of $138,046.00 (GS-14, Step 1) to $179,462.00 (GS-14, Step 10). In this Human Resources Specialist (LER) position you will become a key team member of Homeland Security professionals involved in analyzing, evaluating, and developing major aspects of agency-wide HR programs that require isolating and defining unknown conditions, resolving critical problems, or developing new concepts and methodologies; responding to issues of sensitivity and potential controversy that when resolved may promote advances in principal HR program plans, goals, objectives, and milestones; interpreting interrelated program issues affecting long range program planning and execution in order to define, solve, and persuade others to accept the eventual outcome; and interpreting data and intricate information to arrive at legal supportable conclusions. Typical Work assignments include: Serving as a Human Resources Specialist (Labor Relations) with advanced understanding of human resources labor relations principles and policies to ensure compliance with regulations, guidelines, procedures, directives, and instructions; working independently to oversee all labor relations activities for assigned program office(s) and independently provide the delivery of labor relations services. Leading negotiations during mid-term bargaining and participate in term bargaining preparation and presentation and providing technical presentations and labor relations bargaining strategy and advice regarding implementation of organization-wide initiatives to senior executive leadership. Reviewing proposed policies or programs, the Senior Specialist utilizes their technical expert knowledge in labor relations and negotiations to plan, organize and/or direct efforts as an individual or as a team lead to persuade senior management officials to accept and to implement changes to policies, procedures, or programs. Applying a wide range of labor relations concepts, laws, policies, practices and analytical/diagnostic methods and techniques to address substantive technical issues or problems that have significant scope and importance to the agency. Effectively communicating complex regulatory labor relations matters to top agency officials by translating technical information into reports and graphic based visual aids for quick management absorption during executive level meetings at briefs in the highest echelons of the agency. Leading management in employing change process concepts and techniques by negotiating consensus amongst senior executives and labor organizations, assessing organization readiness for change, marketing organizational awareness, and leading change initiatives.

Specialized Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Applying knowledge of applicable contracts, regulations, guidelines, procedures, directives, and instructions. Working independently to oversee all labor relations activities for assigned program office(s) and independently provides the delivery of labor relations services. Leading negotiations during mid-term bargaining and participates in term bargaining preparation. Providing technical presentations and labor relations bargaining strategy and advice regarding the implementation of organization-wide initiatives to senior executive leadership. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/18/2024. Current and former federal employees may be required to serve or complete a probationary period.
