Duties

As a Computer Scientist, you will perform the following duties: - Plan, coordinate, and provide technical solutions and guidance regarding all major and critical research into the computer sciences and integration efforts. Conceive and plan new concepts, methods, and techniques which can provide a significant technical or operational impact in the assigned area. Develop innovative technical solutions to integrate diverse legacy components and direct technology infusion into installed systems and networks. - Develop comprehensive program and project plans, including goals, timelines, resources and deliverables through coordination with stakeholders to define project scope and objectives. Monitor project progress, identifies risks, and implement effective mitigation strategies. Develop project budgets and monitor expenditures to ensure adherence to financial guidelines. - Establish and maintain partnerships with international government agencies and entities. Identify potential collaboration opportunities and negotiate mutually beneficial agreements. Foster strong working relationships with key stakeholders to facilitate knowledge exchange and resource sharing. Act as a liaison between the organization and partner agencies, ensuring effective communication and alignment of objectives.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one full year (52 weeks) of specialized experience in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following basic education requirements: EDUCATION: A bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZP-4 or GS-13 level: SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: - Planning, communicating, and executing technical aspects of an organization's computer-based programs or projects; - Communicating and coordinating with the scientific professionals, data managers, and decision makers about the data analyses, data management, and data flow monitoring of meteorological data sets; and - Leading or collaborating with a multidisciplinary team to address technical issues in the manipulation and display of meteorological data.

Education

  • Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
