This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Hawaii is a beautiful state. Hawaii has many outdoor activities all year round including surfing, fishing, and hiking.

Duties

You will monitor the development and construction of family housing and ancillary facilities for appropriate quality and safety standards. You will provide technical expertise for the Residential Community Initiative (RCI) PM including developing, and recommending solutions to a variety of complex construction problems. You will provide construction surveillance technical expertise for daily operations or impromptu meetings. You will provide technical expertise and support to RCI PM in areas of environmental compliance, infrastructure and maintenance of quarters. You will review plans and specifications for proposed infrastructure components including utilities, roads, etc. and monitors compliance with them during/after construction to ensure compliance with project Guaranteed Scope of Work (GSOW).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires some TDY travel up to 5% of the time.
  • The incumbent of this position must be able to obtain and maintain a valid State driving license.

Qualifications

Specialized Experience: One year of specialized experience which includes 1) Conducting inspections to determine conditions of buildings and structures; 2) Determining work priorities based on needs, cost, and feasibility; 3) Assist in the preparation detailed construction cost estimates; and 4) Providing customer service by assisting customers with policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
