This position is located in Carlsbad Caverns National Park, in the Division of Resource Stewardship and Science.
Duties
The incumbent serves as a technical advisor in the physical sciences for Carlsbad Caverns National Park and is responsible for program development and implementation related to geology, soils, hydrology, hydrogeology, air quality, acoustics, paleontology, caves and karst formations and related fields and activities. The incumbent provides technical advice to the park's management team relating to park's physical environment. The position reports to the Chief of Resource Management. The incumbent develops and prepares major portions of the resources management plan dealing with the physical sciences as well as develops and carries out statistically valid data collection protocols for the monitoring of physical resources and the results of protection, mitigation, and restoration projects. The position prepares management and scientific reports and summarizes regarding the results of protection, mitigation, restoration, inventory, monitoring, and research activities.
AREA INFORMATION/HOUSING INFORMATION:
Carlsbad Caverns National Park is located 27 miles from the city of Carlsbad in southeastern New Mexico. The Park, at an elevation of 4400 feet, has a semi-arid climate with hot summers, mild winters, abundant sunshine, low humidity, and approximately 10 inches of rainfall per year. Carlsbad (population 29,000) has all amenities and services including medical and dental facilities, motels, banks, restaurants, churches, grocery stores, department stores, and several recreation facilities. Information about Carlsbad and the Carlsbad area can be found at the Carlsbad Chamber of Commerce. Schools include K-12, and New Mexico State University - Carlsbad Campus. Other services can be found in Albuquerque (280 miles), El Paso, Texas (170 miles), Lubbock, Texas (180 miles), or Midland/Odessa, Texas (150 miles). Recreation opportunities are plentiful with Guadalupe Mountains National Park located 50 miles from the city of Carlsbad, two state parks (Brantley Lake and Living Desert Zoo), and the Lincoln National Forest within an hour's drive. Please note: A government van pool provides service between Carlsbad, NM and Carlsbad Caverns National Park for staff on the core shift.
Qualifications
All qualifications must be met by the closing date of this announcement-04/25/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. The position has a basic requirement. You must have the required education or equivalent experience to satisfy the basic requirement for this position. Additionally, applicants must meet the minimum qualification requirement for this series and grade to be considered qualified. You must meet one of the following Basic Qualifications to be considered for this position. You must meet this by the close of the announcement.
General Physical Science Series, 1301 (opm.gov) Applicants must have one of the following and submit documentation in their application on how they meet this requirement:
1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
2. Combination of education and experience: Education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes physical science activities related to geology, soils, soundscapes, hydrology, hydrogeology, air quality, climate, etc., such as: developing and preparing portions of resource management plans related to the physical sciences; preparation of specific action plans; identifying research needs, preparing proposals, and oversight of research; designing, developing, testing, and implementing scientific monitoring protocols; developing scientifically credible protection, mitigation, and restoration projects; developing and carrying out statistically valid data collection protocols; using spatial data in a geographic information system (GIS) to analyze and document results. You must include hours per week worked.

EDUCATION: Successful completion of at least three full years of directly related graduate study leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include transcripts.

Successful completion of a combination of education and experience as described above. For example, I have 6 months of the specialized experience described above (50% of the experience requirement), and one year of directly related graduate level college study in an accredited institution (50% of the qualifying education). You must include transcripts.
