Duties
The incumbent serves as a Administrative Officer to the Director of Contracting (DoC), and 5 Contracting Chiefs of NCA Contracting Services. The incumbent reports directly to the DoC and provides support as directed by the DoC and the Contracting Chiefs (Management) responsible for the operations of the Consolidated Contracting Activity. This activity is the centralized activity with overall responsibility and authority for all contracting operations in NCA. The incumbent ensures that the different and varied administrative support functions for which responsible are handled in a manner to enhance the efficiency of the organization.
Responsibilities of the position include data management, communications, administration, coordination and scheduling, office manager, and other administrative duties as assigned. The incumbent assists with the coordination and preparation of various Contracting business and administrative reports and correspondence; manages, coordinates, and responds to data calls from National offices; processes Contracting personnel administrative actions, maintains personnel files, manages and tracks performance appraisal timelines and other significant operational milestones; manages incoming and outgoing mail;; coordinates and schedules meetings, interviews and conference rooms; prepares agendas, and records minutes of meetings; tracks and coordinates mandatory and annual training; serves as timekeeper; and assists the DoC and Management as assigned. The incumbent works independently and is required to maintain strict confidentiality in accordance with all privacy act laws and procurement integrity laws and guidelines when dealing with all matters related to and including personnel records, contracts, contractor information, wage & salary, financial records, business correspondence and the Consolidated Contracting Activity management and staff.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

The full performance level of this position is GS - 13. At the level GS-12, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

GS-13:$117,962 - $153,354

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 04/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Timekeeping, and basic admin duties (scheduling, file documentation and setting up folders; setting up conferences and meetings, correspondence and report reviews).
GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Timekeeping, and basic admin duties (scheduling, file documentation and setting up folders; setting up conferences and meetings, correspondence and report reviews), experience in a contracting office, independent in working with staff, acquisition and contracting knowledge.

Physical Requirements: The work is primarily sedentary, although some physical effort such as standing, walking, bending, sitting, and carrying light to moderately heavy computer printouts, books, papers, and files may be required
