About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Network Enterprise Center Fort Hunter Liggett, Monterey, CA.
Duties
Install, maintain, test, evaluate, and repair local installation campus area networks, advanced network communication devices, and equivalent media links for the Network Enterprise Center.
Install, configure, and maintain cryptographic devices such as KG-175, Simple Key Loader (SKL), TACLANES, FASTLANES and all other network encryption devices.
Configure and maintain network equipment including routers, switches, and firewalls. Maintain cybersecurity compliance by applying security patches, updated IOS and configurations.
Monitor network health using a variety of tools such as Spectrum, IronView and CiscoWorks and packet-capturing devices.
Suggest approaches and recommendations regarding effective and efficient automation to improve NIPRNET and SIPRNET operations.
Provide procurement specifications input and assist with ordering and installation of services.
Review addition or modification requests to existing network systems and compares to present layouts showing existing equipment or new installations and reconfigures network cable and equipment as required.
Provide technical and administrative support for Land Mobile Radio systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must obtain and maintain a Secret security clearance.
- Information Assurance Workforce Improvement Program position. Selectee is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position outlined in DoD Publication DoDM 8140.03.
- Personnel assigned to this position must obtain the appropriate certification within six months of being assigned. Failure to satisfactorily obtain and/or maintain updated certifications listed are grounds for termination.
- The employee may be required to work overtime.
- The employee may be required to work other than normal duty hours, which may include on-call, evenings, weekends, and/or holidays.
- Call back and emergency duty are regular requirements of this position.
- Employee may be required to use a cellular telephone and maintain a working telephone at all times.
- Performs at the Personnel Security Standard IT Level I (AR-25-2) and Information Assurance IT Level II certification IAW, DoDM 8140.03 Cyberspace Workforce Management.
- TDY up to 15% may be required.
- Incumbent may be required to work outside normal duty hours.

To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by monitoring and analyzing Local/Wide area network performance to establish a performance baseline, identify potential issues, and improve efficiency using tools such as Spectrum, Cisco Prime, Wireshark, etc; maintaining network equipment (i.e. configuring, installing or troubleshooting routers, switches, servers, or related equipment) to ensure proper operation; applying security patches, configurations, and updated operating systems to ensure cybersecurity compliance; installing, configuring, operating and optimizing cryptographic devices (i.e. KIV-7s, KIV- 19s, KG-194s, KG-95s, KG-175a, TACLANES, packets, FASTLANES and circuit encryption devices) to ensure network encryption objectives are met; and managing trunked radio communications systems to ensure proper operation and plan for the integration and compatibility of new equipment into current infrastructure.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
