This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DBC/CYBER DEVELOPMENT DIRECTORATE.
Duties
Monitors the operation of programs/projects to measure progress towards reaching objectives effectively and economically.
Provides input for the strategic planning, programming and budgeting for project(s) within a Program Management Office (PMO). .
Participates in the acquisition and budget execution to ensure fiscally responsible usage of funds. Ensures all program planning and budgeting submissions and/or procurement packages are timely, and that execution is within the Agency’s metrics.
Knowledge of principles and techniques pertinent to the acquisition, management, operations, and use of Information Management systems and associated technology.
Leads/Participates in management meetings held for the purpose of deciding to modify or initiate a new program/project.
Presents this information (orally or in writing) to top-level management officials and resolves different viewpoints regarding key matters of the program/project.
Knowledge of Risk Management Framework (RMF) requirements.
Makes suggestions for possible alternatives or options they may wish to consider before attempting to begin this modification or initiation action.
Demonstrated experience in formulating and directing efforts to solve complex and time-sensitive problems associated within the program.
Identifies actual or potential problems areas, trends, significant accomplishments, merit and deficiency situations, areas of imbalance, and other similar factors.
Requirements

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- This position is required to obtain and maintain a SECRET security clearance.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience involves serving as the Program Manager for a highly visible program, managing cost, schedule, and performance. Leading a team of analysts and serving as a Contracting Officer Representative (COR).
