The primary purpose of this position is to perform journeyman-level work while performing scheduled/unscheduled inspections, and minor/major maintenance on both powered and non-powered aerospace ground equipment (AGE). This is a developmental position with known promotion potential to the target position of CPD 9QAR37570 (Powered Support Systems Mechanic, WG-5378-10).

Duties

- Performs periodic inspections on assigned powered and non-powered AGE - Troubleshoots equipment malfunctions. Utilizes safety practices and procedures, adheres to established safety rules and regulations, and maintains a safe and clean work environment - Performs major repair, replacement, overhaul (within limitations), and time compliance technical order (TCTO) modifications, of AGE systems and components - Performs service inspections and operational checkout procedures on assigned powered and non-powered AGE - Performs periodic inspections and operator/user maintenance on tools, shop equipment, and assigned GSA and special purpose vehicles (using checklist)

  • The work may require the employee to drive a motor vehicle up to and including a 2-1/2 ton truck. An appropriate valid driver’s license may be required for the position.
  • Position may require the employee to operate a forklift up to 15,000 pound capacity to move heavy power support equipment
  • Chlorofluorocarbons (CFC) refrigerant certification, Type I and II is desirable
  • May be required to work uncommon tours of duty
  • Incumbent may be required to take part in mobility exercises and contingency operations. May be required to train/guide lower-graded (or other trades) military/civilian employees
  • Must be able to obtain and maintain a SECRET security clearance
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This position is emergency essential. The incumbent must meet all requirements of EE positions, may be required to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases
  • During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises.
  • This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
  • This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5300 Industrial Equipment Maintenance Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the Ability To Do the Work of a Powered Support Systems Mechanic without More than Normal Supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: WG-05: Basic knowledge of powered support systems trade principles and practices. Ability to learn powered support systems principles, components. assemblies, and common trade practices to assist higher grade workers. Ability to use common hand tools and power tools associated with the trade. Ability to perform specific tasks in support of higher-level work in compliance with specific instructions. WG-08: Knowledge of the mechanical and electrical makeup and operation of powered support systems, including their major mechanical, electrical, hydraulic, and pneumatic components. Knowledge of the basic principles behind the operation of most of the following: AC and DC electric power generation systems, combustion-powered reciprocating engines, turbine engines, multi-drive gear units, refrigeration, heating and cooling systems, pneumatic, hydraulic, and pneudraulic systems, pressure regulators, and electrical switching, harness wiring, and metering systems. Skill in troubleshooting and repairing some of the following: diesel, gasoline, and/or multi-fuel engines (e.g., overhauling those of 3 to 8 cylinders and up to 500 horsepower or making less extensive repairs to larger, more complex engines); gearing and governing components for controlling, changing, or transferring speed and power; hydraulic and pneumatic systems and controls; conditioning (cooling, heating, dehumidifying) systems; turbine engines; combustion powered generators and compressors, or other comparably complex components, this includes ability to disassemble, reassemble, overhaul, and adjust to specifications in accordance with field level maintenance technical orders and manuals.. Skill in troubleshooting electrical and transistorized systems with components such as transistors, resistors, rectifiers, switches, relays, meters, governors, harness wiring, commutators, slip rings, brushes, capacitors, generators, motors, timing and sequencing devices, and solid-state DC voltage regulators. Skill in troubleshooting electrical and transistorized sensing and controlling devices and panels for engines and generators, e.g., over voltage, under voltage, over frequency, under frequency, over temperature, fire detection, and low oil pressure. WG-10: Knowledge of principles and operational fundamentals of electricity (AC/DC), solid state circuitry, hydraulic, pneumatic, power generation, nitrogen production, fuel, and lubrication systems pertaining to powered and non-powered AGE. Knowledge of the theory and operation of internal combustion diesel, gasoline and gas turbine engines associated with powered AGE support systems. Knowledge of industrial safety regulations, practices and procedures; Foreign Object Damage (FOD) program elements; flight line operations and equipment towing/staging on airfield ramp to support aircraft maintenance and sortie generation; operating procedures related to general and special purpose vehicle use; environmental standards and requirements; and regulations, procedures, and policies related to records maintenance and documentation. Knowledge of technical practices and mechanical skill associated with the operation, repair and maintenance of Aerospace Ground Equipment; engine, hydraulic, pneumatic, electrical, refrigeration, heating, liquid/gaseous oxygen and nitrogen and mechanical systems. Ability to provide AGE operator training to other aircraft maintenance complex personnel. Skill in reading, interpreting, analyzing wiring diagrams, schematic drawings, technical orders, technical publications, and similar mechanical and electrical reference material to determine the root cause of equipment malfunctions in complex troubleshooting scenarios. Ability to use and maintain hand and power tools, measuring and test instruments, and related shop equipment needed to operate, service, troubleshoot, repair and test powered and non-powered Aerospace Ground Equipment and their internal systems while adhering to regulations, directives and polices governing Air Force maintenance activities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL EFFORT: Performs work that involves frequent bending, reaching, pushing, pulling, crouching, standing, and arm movement. Sometimes must work in awkward positions or cramped areas. Must frequently lift and carry items weighing up to about 40 pounds and lift heavier items using jacks, hoists, or helpers. Inside work involves frequent exposure to drafts, changing temperature, and loud noise. Outside work may involve exposure to bad weather, strong winds, rain or snow, or wet or icy conditions. Work conducted on the airfield may involve loud noises from equipment/aircraft and movement of vehicles/aircraft during day and nighttime operations. Work may be performed in elevated conditions on elevated surfaces. Both inside and outside, frequently exposed to irritation or discomfort from dust, heat, fumes, and hard damp floors or surfaces. Works on components and systems which are dirty and greasy, and which may be dangerous to operate or repair because of defects. Incumbent is frequently exposed to the possibility of receiving cuts, burns, bruises, strains, and electrical shock while repairing, positioning, adjusting, and moving equipment and is exposed to the possibility of receiving burns and skin irritations from acids, fluids, and lubricants. To reduce the dangers and irritations from the above conditions, the incumbent must follow numerous safety procedures and wear Personal Protective Equipment (PPE) such as protective eyeglasses/face shields, hearing protection devices, fall restraint harnesses and equipment, hard hats, safety/reinforced-toed shoes, respirators, gloves, and clothing. Some of these safety items may be uncomfortable to wear or use and may be worn or used for long periods.
