Duties
Conduct design surveys and/or field site visits to collect samples and data This includes taking measurements and photos to document cases of infrastructure failures or errors, or to document site, equipment, and/or facility conditions.
Develop, prepare, and/or review plans, specifications, and cost estimates for construction and/or proposed/ongoing projects.
Review, affirm accuracy of invoicing, and prepare reports on pay quantity including analysis of government estimated quantities compared to quantities paid.
Monitor project plans that outline the scope, schedule, and/or budget of assigned projects. This includes collaboration and communication; participating on teams; and identifying procedural issues prior to adverse impacts to the schedule and budget Participate in coordination meetings with a variety of government and/or non-government stakeholders.
Provide administrative support in connection with regulatory program oversight.
Use databases to maintain engineering data and records. Participates in the development, maintenance, and/or operation of engineering data collection and storage systems.
Evaluate proposed material designs and makes recommendations concerning adequacy of construction materials or constructability of the design.
Qualifications

To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-08 level in federal service performing duties related to the Engineering Technician position, in two or more of the following areas. 1. Performing technical analysis of construction schedules, proposals, submittals, modifications, or other contractor- provided documentation. 2. Developing plans, specifications, or cost estimates for proposed or ongoing projects. 3. Reviewing drawings and design analysis for conformance with established engineering standards 4. Drafting technical documentation for engineering work assignments. 5. Reviewing statements of work, construction schedules, and contractor payment requests. 6. Conducting pre-award activities to ensure contractor work meets requirements and standards. 7. Drafting drawings using design software. 8. Preparing change orders, modifications, or technical review of claims, and preparing cost estimates.

You could otherwise qualify on the basis of Education havingTwo full years (36 semester hours) of graduate level education or a Masters degree that is directly related to the position. NOTE: You must submit copies of your transcripts.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 04/25/2024.
Education
This vacancy announcement allows substituting education for experience at the GS-09 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.
