Duties

This position is located in the USP&FO, Supply and Services Division, South Carolina Army National Guard. The primary purpose of this position is to direct and coordinate one or more logistics activity within the division; to direct the performance of management/program analysis for the logistic activities under the jurisdiction of the USPFO; and to direct acquisition, accountability, incoming, outgoing and formal transfer of logistic assets for the USPFO in support of the Federal and state mission. Position is responsible for the management and direction of other employees within the division.

AREA OF CONSIDERATION (AOC): This is a Title 5 "Excepted Service " position under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to US citizens interested in helping the Department of the Army meet our mission requirements.

1.GENERAL EXPERIENCE: Thorough and extensive knowledge of governing supply regulations, policies, procedures, and other instructions applicable to perform a wide variety of supply management functions involving standard or nonstandard equipment with DoD and non-DoD Federal agencies. Knowledge to conduct extensive and exhaustive searches for required information in order to requisition equipment or reconstruct records for complex supply transactions. Knowledge and ability to manage the different materiel categories, such as Class II, Class III Package, Class VII, Class IX. Knowledge and understanding of the radically different missions, structures, functions and property utilization of airfield sections such as Air Traffic Control (ATC), ATC Maintenance, Petroleum-Oils-Lubricants (POL) Operations, Alert Services, Flight Operations, and Safety Office. Thorough knowledge of DoD Supply publications; Army regulations; supply catalogs, manuals, bulletins, letters; GSA catalogs and commercial trade catalogs used as reference materials for determining supply data, appropriate source of supply, method of acquisition and possible substitutions to include urgent/critically needed items. Applies an understanding of the needs of the organization and the ability to define or recognize supply-oriented problems to collect the necessary data and to take or recommend action based on application or interpretation of the guides. Maintains accurate account of the airfield QAAF funds in GFEBS as well as SSSC accounts to ensure purchases are in accordance to the fiscal year plan. Oversees all areas of supply management for the airfield to include cataloging, inventory management, excess property, property utilization, storage management, property transfer and property turn-in. Maintains historic records and tracks past and future turn-in credits. Must have knowledge of software programs (word processing, electronic mail, spreadsheets, logistics databases, etc.) to conduct research and prepare letters, reports, and other documents related to supply functions assigned.
SPECIALIZED EXPERIENCE:- 1-year specialized experience equivalent to at least the next lower grade. Demonstrated ability researching documents or other resources to coordinate inventory requirements. Knowledge of stock levels, inventory, shipping, receiving, requisitioning and requirements of supplies and equipment. Experience involving the control of supply stocks and accounting for equipment. Knowledge of supply management, cataloging, maintenance, and disposal procedures. Experience which required person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc. Demonstrated experience with cost estimates, budgets, or funding management. Experience conducting extensive and exhaustive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support for supply activities.
CONDITIONS OF EMPLOYMENT & NOTES:
1. Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
2. The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
3. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
4. The employee may be required to travel in military and/or commercial vehicle to perform temporary duty assignments.
5. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
