This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for full time telework.
Duties
Conducts archeological surveys and site testing to identify historical properties, as defined by Section 106 of the National Historic Preservation Act, within assigned project areas.
Reviews contractor's draft and final reports for adequacy and adherence to original contract provisions including those relating to professional archeological and historic preservation standards.
Provides recommendations on prospective contractor's qualifications for cultural resources contract work and evaluates qualifications of contractor's personnel.
Manages cultural resources services contracts.
Prepares government estimates for use in contract negotiations and budgeting funds.
Identifies potential cultural resources within proposed or planned USACE projects areas and recommends solutions or course of actions to minimize, or reduce, adverse impacts to those cultural resources.
Recommends acceptance of completed work or withholding of payments pending correction of identified deficiencies.
Recommends additions, deletions, or revisions to meet contract provisions and returns to contractor for compliance.
Initiates and maintains liaison with anthropologists, archivists, archeologists, historians and other professionals at universities, museums, historical societies, National Park Service, and other local, state, and federal agencies.
Reviews peers’ archeological reports for accuracy, completeness, scientific soundness and adherence to applicable laws.
Provides cultural resource input for planning studies and National Environmental Policy Act (NEPA) documents. Conducts literature, archival, and record searches to identify and evaluate known cultural resources.
Coordinates and reviews contract invoices for approval.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Minimum Qualifications GS-09:
Specialized Experience: One year of specialized experience which includes planning or performing archaeological surveys and/or excavations following Secretary of Interior (SOI) standards or applicable State and Federal historic resource laws and regulations; performing archival research using maps, databases, state historic preservation offices (SHPO) resources, and/or historical documents for historic preservation or archaeological projects; and creating or reviewing National Register of Historic Places (NRHP) documentation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: archeology or anthropology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Minimum Qualifications GS-11:
Specialized Experience: One year of specialized experience which includes developing project work statements, cost estimates, and/or schedules for historic preservation projects, such as archaeological or built environment surveys and studies; planning or performing archaeological surveys and/or excavations following Secretary of Interior (SOI) standards or applicable State and Federal historic resource laws and regulations; performing archival research using maps, databases, state historic preservation offices (SHPO) resources, and/or historical documents for historic preservation or archaeological projects; and creating or reviewing National Register of Historic Places (NRHP), Historic American Building Surveys (HABS) and/or Historic American Engineering Records (HAER) documentation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: archeology or anthropology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
