Duties:
This position is located at the Clement J. Zablocki Medical Center, Milwaukee, WI (695) - a Level 1a Complexity VHA Facility, and is organizationally aligned under the Communications Division. The primary purpose of this position is to oversee the Library, Medical Media, and Veteran Health Education programs The position is directly responsible for management of staff and various contracts for facility services.
Major Duties:
Plans and organizes activities, involving the use and effectiveness of Library and Medical Media programs at the Medical Center.
Provides direct management and supervision to the Medical Media & Library/Learning Resources Section.
Assigns work, develops performance standards and evaluates work performance of subordinates.
Interviews candidates for positions in the unit.
Identifies and provides for employee training.
Implements methods and procedures to improve organizational performance.
Planning and managing of the Library section and Medical Media section operational activities.
Coordinates with internal facility departments on a variety of projects.
Performs additional duties as assigned.
NOTE: Candidate may be required to perform a one year supervisory probation period.
Work Schedule: Monday-Friday, 8am-4:30p

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-12 GRADE REQUIREMENTS:
Specialized Experience: Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-11) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: Supervise or manage subordinates to accomplish the work required to operate a significant program or organization function, demonstrate techniques and procedures for using Medical Center computers and telecommunications equipment for accessing databases and storing data in order to facilitate the manipulation of information, demonstrate resourcefulness, initiative, and judgment based on experience will be used to deviate from or extend traditional methods and practices, or develop new approaches in devising solutions to problems where precedents are not available, design, conduct, and interpret program-based needs assessments, design Library and Medical Media programs, services, and products based on assessed needs, analyze problems and establish priorities, taking into consideration the wide range of factors and requirements that affect the management of the health care delivery system, and communicate effectively both orally and in writing.

Physical Requirements: Thework is predominantly sedentary with extended periods of sitting while operating a personal computer, but also includes walking, standing, bending, and carrying light or medium loads of paper, office files, and supplies.
