This position is located in Department of Homeland Security, United States Coast Guard, Deputy Commandant for Mission Support, Director of Operational Logistics, Office of Base Operation, Base Detachment Saint Louis, MO.
Duties
You will serve as an environmental point of contact, supporting all aspects of the unit's environmental management system (EMS)/compliance management plan (CMP). The position provides critical efforts to enhance unit initiatives to ensure environmental program activities and operations precisely and proactively comply with applicable laws, statutes, regulations, Executive Orders (EO), and Departmental/Agency directives, instructions, and policies; are protective of the natural, cultural, and human environments; and contribute to a safe and healthful workplace.
Requirements
- Males born after 12/31/1959 must be registered for Selective Service.
- U.S. Citizenship is required.
- This position requires a National Agency Check with Inquiries (NACI).
- This position may require occasional overtime work.
- Obtain and maintain an OSHA 40-hour certification (HAZWOPER).
- Obtain and maintain a RCRA Hazardous Waste Management Certification.
- Obtain and maintain Hazardous Material Transportation Certification.
- Obtain and maintain CG issued Environmental Planning (NEPA) Warrant.
- The position requires a valid state driver's license.
- A one-year probationary period may be required.
Qualifications
At the GS-09 Applicants must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Examples of specialized experience include: assisting in the organization, preparation, and delivery of annual formal installation; participating in the training and education of personnel at all levels on regulation requirements, environmental protection matters, sustainability efforts, and environmental program goals and objectives; supporting the development of budget requests and generating supporting documentation and justification for program resource requirements.

master's or equivalent graduate degree
OR
2 full years of progressively higher-level graduate education leading to such a degree
OR
LL.B. or J.D., if related
OR
A combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.
Must be able to obtain and maintain hazardous materials and waste certifications (Hazardous Waste Operations and Emergency Response (HAZWOPER), DOT Hazardous Waste Manifesting, at a minimum.
Must be able to obtain and maintain a Coast Guard issued Environmental Planning (NEPA) Warrant.
Must be able to obtain and maintain an OSHA 40 hour certification (HAZWOPER).
Must be able to obtain and maintain a RCRA Hazardous Waste Management Certification (40 CFR 262.17 & 40 CFR 265.16).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
