Duties

The primary purpose of this position is: To serve as the Base-level Foreign Disclosure Policy Specialist providing service to all assigned and tenant organizations at Luke AFB. Disclosure guidelines specify what information should be transferred or restricted in the interest of US national security. The employee also authorizes disclosures of classified and controlled unclassified information within authority delegated to the Air Force and Air Education and Training Command. Serves as Foreign Disclosure Security Specialist. Performs a variety of duties supporting matters involving the recommendation of release of classified and controlled unclassified weapons systems, technologies and information to foreign governments and international organizations to AETC, Foreign Disclosure Office. Participates in the review, interpretation and documentation of USAF disclosure guidance, identification of shortfalls in the guidance, and creation of recommended modifications when necessary. Establishes and maintains open lines of communication with US Government agencies and contractors involved in foreign disclosure to acquire and exchange specialized of foreign disclosure information, develop, and coordinate multiple organization initiatives, discuss and assess the impact of significant program developments, and communicate disclosure decisions and positions.

  • The employee must obtain and maintain a TOP SECRET SBI security clearance as a condition of employment.
  • Employee must be comfortable in dealing with high-ranking US and foreign representatives and able to utilize tact and diplomacy on all occasions.
  • A Master’s Degree in International Affairs of Strategic Studies is highly desired.
  • Employee must meet mandatory standards of experience and training, and desired standards of education an International Affairs Level II certification.
  • Employee must be able to demonstrate an understanding of strategic issues; and in residence graduate of Air Command and Staff College (or equivalent) is highly desired; a graduate of the OPM’s Federal Executive Institute is highly desired.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • Must be able to obtain and maintain an official passport.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.

Qualifications

The employee must have comprehensive mastery of fighter aircraft avionics and weapons systems, to include a thorough understanding of fighter aircraft avionics and weapons capabilities, symbology and interpretation, and expert understanding of nomenclature and terminology associated with fighter aircraft operations, training, tactics, and weapons employment is highly desirable. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Foreign Affairs Series, 0130. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown above, plus appropriate experience or additional education. NOTE: You must submit a copy of your transcripts. OR EXPERIENCE: Four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. Evaluation of Experience: Qualifying experience may have been through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems (may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes thorough knowledge of the concepts, principles and practices of National Disclosure Policy and its implementation through the Air Force Foreign Disclosure Program, as well as in depth knowledge of the program's guiding principles codified in the Arms Export Control Act, International Traffic in Arms Regulations, DoD and US Government Agency Policies, Air Force, Air Education and Training Command and weapons systems policies, directives, and instructions governing the release of classified and unclassified controlled military information, the established merit and management of various international programs supporting foreign military sales, foreign military training programs, information sharing arrangements and international cooperative research, development and acquisition programs and creation of bi-lateral and multi-national defense agreements with foreign governments. The employee applies this knowledge to effectively and efficiently implement the Air Force Foreign Disclosure Program for command and control programs managed by or under the cognizance of the Air Education and Training Command (AETC), 56th Fighter Wing's international programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of National Disclosure Policy (NDP-1) principles and how they are applied to issues relating to Foreign Military Sales and commercial exports of defense equipment, technology, information and assistance. Knowledge of a wide range of international affairs and security concepts, principles and practices, including foreign disclosure, technology transfer, industrial security and information security. Knowledge of general Air Force and specific foreign disclosure operations, politico-military affairs, technologies used in military Command and Control systems, information and industrial security processes for classified material handling and general management practices. Ability and experience to plan and implement an Air Force Disclosure program, and to understand and work effectively with an industry export compliance program. Ability to review complex technical material and analyze the impact of disclosure or export to foreign entities. Ability to effectively write and orally communicate foreign disclosure and export information to various audiences, and to perform work requiring a professional knowledge of the formulation and direction of foreign affairs of the government or in the study and disposition of information bearing on international relations.
