This position is located in the Facilities/Maintenance Branch, Morale, Welfare and Recreation (MWR) Department, Naval Station, Great Lakes, Illinois. The incumbent is ultimately responsible for janitorial service, repair and maintenance, minor construction for all recreational, food and beverage, and child care facilities. A majority of the construction projects are performed by outside contractors or Navy Public Works shops.
Duties
Supervision. Provides supervision, coordinator and control over MWR funded Facility/Maintenance Branch including, direct supervision of one GS -09 Maintenance Supervisor, one NF 03 Warehouse Manager. The incumbent is responsible for the overall maintenance of facilities, project management, material handling and vehicle maintenance for the MWR program. Has primary responsibility for quality assurance of all repair and maintenance work performed by in-house, contactor or Public Works Department providers. Repair and maintenance includes vehicle fleet maintenance tracking, evaluation and in-house repairs, small engine repair and maintenance covering all MWR fund assets. Incumbent provides technical support for all repair, maintenance and janitorial work performed in MWR facilities and furniture fixtures and equipment. Is the rating official for the maintenance supervisor and warehouse manager. Is the senior rating official for all maintenance, janitorial and warehouse staff. The incumbent performs timekeeping, evaluation and support of the overall maintenance, janitorial and material handling efforts in accordance with appropriate laws and policy.
Administration and Project Management. Oversees building maintenance, repair and projects, renovations, minor construction, budgeting, contract and bid proposals, facility planning, project planning, design contracting, project administration and quality assurance for all MWR buildings and maintenance and repair of equipment in support of the activities. Reviews project plans, blueprints and related drawings. The incumbent works with Activity Managers on work flow, space planning, and layout, access and design functionality. Acts as the primary point of contact with sub-contractors, Navy Facilities Command (NAVFAC), and the public works officer to insure that the needs of MWR and related programs are met in regards to facility maintenance and repair. The Facilities Manager also maintains a timeline and recap of all projects which is updated weekly or monthly as required depending on the type of project. The incumbent is the asset custodian for all vehicles, equipment assigned to the maintenance branch. Care use and control of all supplies, tools, equipment and vehicles are the responsibility of the manager.
Projects. The incumbent develops job plans, budgets and timelines for various types of renovation and repair projects. Job plans include AutoCAD drawing and specification preparation in order to provide fully developed project plans to in-house staff, contractors, NAVFAC or the CNIC NAF Contracting Office. All drawings must be supported by generally accepted engineering codes and reflect Navy policy and instructions. Planning must include energy efficiency and LEED components.
Activities, Events and Programs. The maintenance department is responsible for all sports fields, picnic grounds, and related structures on the Naval Installation and under the control of the MWR Department. General labor, supplies, and equipment shall be maintained to insure proper set-up, maintenance and repair of these areas including ball diamonds, football, soccer and other types of fields in support of programs, leagues, and events requested by the MWR Branches. Planning and execution of major events are supported by the facilities maintenance branch and their resources, layout, electrical, equipment, supplies, tents and other event structures are provided, set-up and maintained during events by the maintenance staff. Events range from 200-20,000 attendees and require a range of planning timeframes based on the size of the event.
Other Duties as Assigned. Incumbent may also act as a consultant to the NGIS/Lodging program for routine maintenance and small projects in support of that fellow N92 program. Due to the nature of this position the manager will serve as a technical expert on contracts, be involved in purchasing decisions and if needed take on other duties as assigned to insure that the facilities maintenance branch is operational. The incumbent serves as the Safety Manager, Environmental representative, Building Energy Management Board member for the MWR Department.

Qualifications

A qualified candidate possess the following:
The incumbent must be high school graduate or have an equivalent diploma and six years of related experience in construction trades. Through education or experience the incumbent must have technical review skills, project specification skills, AutoCAD or use of another computer generated drafting program, and have the ability to use general office software such as Microsoft Office programs. The incumbent must have the ability to determine the range and depth of materials, repair parts and tools necessary for maintenance support. Four years' experience in a supervisory capacity. Ability to work in close coordination with military and civilian counterparts in and outside of own activity. Ability to make sound and independent judgements in the solution of repair and construction problems related to electrical, plumbing, carpentry, masonry and general building systems.
Education
The incumbent must be a high school graduate or have an equivalent diploma.
