This position is located within the Training Management and Performance Improvement (TMPI) division supporting the full lifecycle of training activities. Will directly supervise and guide the activities of subordinate Instructional Systems Specialists and Training Administrators, perform or manage performance; responsible for assisting and representing leadership in the planning, direction, and management of VBA's nationwide training activities.

Duties

Direct and manage a team of approximately six employees. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Assist in the recruitment of staff and completion of work as assigned to support the recruitment process. Apply project/program management methodologies, principles and protocols. Manage activities performed by contractors Maintain records of accomplishments and administrative information. Managed, oversee and monitor day-today operations.

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Where specific course requirements are not indicated in paragraph A, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major. - OR - 2. Combination of education and experience: Appropriate combination of education and experience that is typically specified in paragraph B of the individual occupational requirements. The "paragraph B" method generally requires that an applicant possess a core of educational credit, such as described in paragraph A above, plus additional education and/or experience. The method of determining the number of semester hours required to constitute a major field of study is the same as described in paragraph A. AND The Office of Personnel Management's (OPM's) group qualification standards covering white collar occupations in the Federal competitive service can be found: Here Specialized Experience: GS-14: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-XX) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) Managing, distributing coordinating work assignments; (2) Managing and overseeing work performed; (3) Develop training program policies, procedures and standard operating procedures; and (4) developing and recommending training program(s). There is no education substitute at the GS-14 grade level Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.
