About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with HQDA G-2; Counterintelligence, HUMINT, Security & Foreign Disclosure Directorate at Carlisle Barracks, PA.

Duties

Serve as a Security Specialist and Special Security Officer (ASSO) for Headquarters, Department of the Army (HQDA), Office of the Deputy Chief of Staff, G-2, Special Security Office, Carlisle Barracks, Pennsylvania (PA). Engage in protecting personnel, information, material, operations and facilities from national security threats of compromise, unauthorized disclosure, or espionage. Maintain records in the Defense Information System for Security (DISS) to determine clearance eligibility and current command access level throughout U.S. Army War College (USAWC) and supported agencies. Plan, develop and provide oversight of sensitive compartmented information (SCI) security programs. Responsible for the security administration and management of all SCI pertaining to the receipt, control, safeguarding, and accountability of SCI products.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a Top-Secret security clearance based on a Tier 5/Single Scope Background Investigation with eligibility for Sensitive Compartmented Information (SCI).
  • Temporary Duty Travel (TDY) may be required ~10% of the time.
  • Position has been identified for the Security Professional Education Development (SPeD) Certification Program and must be able to obtain the Security Fundamentals Professional Certification (SFPC) certification within first two years of employment.

In order to qualify, you must meet the education and/or experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Specialized experience is defined as experience 1) conducting personnel security investigations to process security requests; 2) coordinating Sensitive Compartmented Information (SCI) inspections; AND 3) applying security policies, procedures, and/or principles with developing sensitive compartmented information facilities (SCIF) plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. OR A Ph.D or equivalent Degree that is closely related to the position. Closely Related constitutes a degree which has educated the student in pertinent, specific position-related subject matter allowing the student to develop knowledge and abilities directly applicable to the position being filled such as National Security Studies, Political Science, International Relations/Foreign Affairs, Geography, Security Management/Administrations, Criminal Justice, Psychology, History, or Law. You will be evaluated on the basis of your level of competency in the following areas: Personnel SecuritySecurity Program ManagementSensitive Compartmented Information (SCI) Security Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
