Duties

Provides petroleum engineering expertise to carryout difficult but conventional assignments pertaining to the inspection and supervision of fluid minerals exploration, drilling, production, and plugging operations on federal oil and gas leases. Manage or influence resource use to enhance public benefit, promote responsible use and ensure optimum value in accordance with Federal laws, regulations, Onshore Orders, policies, procedures and timelines.

FOR GS-09: In addition to meeting the basic education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-07 level that is equivalent in difficulty and complexity as indicated by the following examples: Reviews conventional APDs and sundries for technical adequacy and compliance with BLM polices, regulations, and rules and coordinates with other specialists. Through application of engineering principles, BLM polices, regulations, rules, and specialized stipulations promotes resource conservation, ensures public safety, and ensures operations are conducted in a manner that protects hydrocarbon, water, other mineralized zones, and potentially valuable resources. Calculates downhole pressures to ensure pressure control equipment are sufficient to meet BLM rules, regulations, and policy. Coordinates with geological staff in the review of APDs and Sundry Notices for potential hazards such as H2S, abnormal temperatures and pressures, and fault and slope stability issues. Recommends casing changes and logging suites based on experience and engineering justifications. Recommends approval or denial of APDs and sundries and contacts other Federal, State, and local agencies as required. Reviews subsequent operations to ensure operations were designed and conducted per BLM rules, regulations, and policy. Provides real-time and on-the-spot instructions, technical expertise, and engineering for plugging and abandonment operations. Provides lease case and legal support for the development of oil and gas operations with Legal Instrument Examiners and operators. Provide technical expertise and support to Petroleum Engineering Technicians, Petroleum Accounting Technicians, Legal Assistances, and working knowledge to other disciplines and agencies. -OR- 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree -OR- A combination of Specialized Experience and Qualifying education FOR GS-11: In addition to meeting the basic education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: Consults with operator representatives regarding incomplete submissions, unacceptable engineering practices and technical techniques and resolves problems directly which may require considerable money and resources. Provide expert testimony regarding estimated recoverable oil and gas resources on Federal lands. Perform engineering review of APDs and Sundry Notices for variance to regulatory requirements regarding oil and gas development. Conducts engineering and economic analysis to determine viability of proposals regarding royalty generation and effects on other resources. Advises and investigates operators in the field for corrective action and prepares final reports to resolve violations of BLM rules, regulations, and policy. Serves as subject matter expert pertaining to petroleum engineering issues in respective field. -OR- 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree -OR- A combination of Specialized Experience and Qualifying education Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is primarily sedentary. Occasional field work is required which may involve travel over rough roads, hiking or climbing, temperature extremes, and carrying field equipment in order to conduct inspections. Work Environment: Most work is performed in an office setting. Field work involves occasional exposure to sites requiring normal safety precautions.

Education

This position has an individual occupational requirement. In order to qualify, you must meet one of the below:

A. Degree: Engineering. To be acceptable, the program must:

1. lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or
2. include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
   1. statics, dynamics;
   2. strength of materials (stress-strain relationships);
   3. fluid mechanics, hydraulics;
   4. thermodynamics;
   5. electrical fields and circuits;
   6. nature and properties of materials (relating particle and aggregate structure to properties); and
   7. any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
