About the Position: The incumbent serves in a dual capacity, (1) stationed in Pilot House on a Class 1, self-propelled (32" discharge) dustpan dredge, and (2) operates a 25-ton, diesel powered, barge mounted, mobile crane with a 112-foot boom.

Duties

Manipulates electric-hydraulic controls which operates two winches in regulating advance of dredge to assure maximum output as determined from readings on gauges. Utilizes a satellite positioning system (GPS), maintains the dredge on correct range and operates controls to raise and lower the suction head. In absence of Mate, positions dredge and maintains radio communications with other vessels in the area in order to safely pass Navigation traffic. Operates a 25-ton, diesel-powered, barge-mounted, mobile crane, with a 112-foot boom in performing both marine and land-based crane operations. Responsible for the condition of crane, determines attachments and rigging necessary for each lift, directs work of others assigned to him, makes repairs to equipment, and maintains written maintenance log on crane.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position meets the criteria for random drug and alcohol testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218.
  • Incumbent is required to sign a DA Form 7412, Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under the DOT, Federal Highway Administration Rules on Drug and Alcohol Testing.
  • Position requires incumbent to obtain and maintain crane operator’s license.
  • Position requires a pre-employment physical exam due to the physical requirements of the position.
  • Days of operation and typical daily schedules will vary based on site specific work requirements.
  • Typical schedules may consist of 1, 2, or 3 specific shift schedules. Employee may be required to alternate working hours on all shifts and on weekdays, as well as, weekends and holidays.

I have the ability to perform the common operation of a 25-ton, diesel-powered, barge-mounted, mobile crane. I can perform both marine and land-based crane operations . I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen Out Element will result in an ineligible rating. Ability To Do The Work Of The Position Without More Than Normal Supervision (Screen-out Element)Knowledge of Equipment Assembly, Installation, Repair, etc.Operation of Equipment and MachineryTechnical Practices (theoretical, precise, artistic) PHYSICAL EFFORTS: In performing duties of this position, incumbent is continually reaching for and manipulating controls simultaneously, using hands and feet. This requires moderate physical effort, since controls are relatively easy to move, requiring less than 10 pounds of effort. WORKING CONDITIONS: Incumbent spends a significant percentage of time in the Pilot House operating dredge control equipment; however, it is frequently necessary that employees work outside on deck when making equipment inspection and assisting in making repairs and overhauls. Such occasions are typically representative of outside work and is considered to warrant a classification of" disagreeable" since repair work must be accomplished regardless of weather conditions to insure the continuance of dredging operations with the least possible delay. In performing outside assignments the most typical mishaps to which incumbent would be frequently exposed are serious steam burns, fractures caused by broken cables and by working around moving machinery, each of which would cause loss of time beyond five days.
