About the Position: Carlisle Barracks is an installation at the center of the Army and Department of Defense Senior Leadership educational programs. This historic post supports missions such as the U.S. Army War College, including the Center for Strategic Leadership, Strategic Studies Institute and USAWC Press, Peacekeeping and Stability Operations Institute, U.S. Army Heritage and Education Center, and Dunham U.S. Army Health Clinic and the Installation Management Command.
Duties
Serves as the Registrar for the U.S. Army War College (USAWC) under the Office of the Provost and reports directly to the Deputy Provost.
Responsible for the oversight of all aspects of academic records.
Is a member of the Electives Program Directors Committee.
Manages personnel, exercising a full range of supervisory and personnel functions.
Oversees the organization and publication of the USAWC catalogue each year.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position has a requirement to lift up to 40 lbs. in the regular performance of duties.

Basic Requirement for Supervisory Registrar:
A. Degree: Bachelor's degree (or higher degree) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position, such as Strategic Studies or Business Management. You MUST submit a copy of your transcript with your application package or you will be rated ineligible.
OR
B. Combination of Education and Experience: Courses equivalent to a major in education, or in a subject-matter field appropriate to the position, such as Strategic Studies or Business Management, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described in A above.
In addition to meeting the basic requirement listed above you must also meet the Specialized Experience.
Specialized Experience: One year of specialized experience which includes 1) developing and/or applying criteria for graduate level resident and/or distance learning programs; 2) overseeing all aspects of academic records, such as student registration, academic records maintenance, grade recording, academic audits; 3) providing supervision, management, and/or coordination of personnel for an educational organization AND 4) organizing and/or creating an educational organization's catalogue/publication. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
