This position is located in the Department of Homeland Security, U. S. Coast Guard,  LANTAREA, Coast Guard District Eight, Sector Houston/Galveston, MSU Port Arthur, Port Arthur, TX.

Duties

The selectee will serve as Supervisory Vessel Traffic Management Specialist, responsible for supervising Vessel Traffic Service (VTS) operations at the Vessel Traffic Center (VTC) on a rotating shift, providing continuous service to the mariner, seven days a week, 24 hours per day.  You will ensure coordination of vessel traffic in an assigned geographic area in order to reduce the probability of collisions, ramming and groundings and the ensuring environmental damage; facilitates vessel traffic movement s and assisting Coast Guard and other agencies in the accomplishment of their missions including search and rescue, law enforcement, environmental protection, maritime security and aids to navigation.  This work contributes to the safe and efficient movement of all vessels in the service area with special attention to those carrying hazardous cargoes and reduces the probability of marine casualties that could result in severe environmental damage and loss of property or life.

Requirements

Qualifications

Applicants must have one year of specialized experience equivalent to the GS-11 level in the Federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.  Specialized experience includes performing such duties as: Supervising and/or leading vessel traffic service operations; assisting in the responsibility for overall readiness, appearance, good order and discipline of the Vessel Traffic Center. Assisting in carrying out special assignments and collateral duties including, but not limited to serving on panels boards or research projects. Operating a variety of surveillance sensors, communications, data processing, keyboard and other electronic equipment. Assisting in carrying out duties prescribed by a commanding Officer during actual or simulated wartime conditions. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
