The following are the duties of this position at the full working level.
The incumbent performs a variety of the following duties, often overseeing other Distribution Analysts and working directly with management:
As the Division technical expert and consultant, provides expert technical advice, guidance and assistance on distribution operations to agency personnel. Develops design specifications, providing guidance and recommendations regarding the full-scale implementation of new Distribution systems.
Evaluates storage and distribution systems for potential introduction of automated controls and systems of data flow and reports. Integrates IRS unique requirements and existing systems and programs with emerging technologies. Develops innovative solutions to the most complex program problems and makes recommendations for improvement based on technical analysis and evaluations, and by adapting existing and/or applying evolving technology.
Initiates, develops, installs or administers a major distribution program. Negotiates and discusses contracts and/or requirements for bids with vendors. Sponsors, develops, and occasionally conducts training programs, conferences and seminars.
Develops and issues inventory handbooks, procedures, policies, and other pertinent documentation for new and updated programs and systems. Monitors and recommends innovative solutions to enhance efficiency of inventory control system for Area Distribution Center level programs.
Coordinates with all stakeholders (i.e. customers, print specialists, Area Distribution Center personnel, etc.) and oversees the implementation of actions involving requirements determination, acquisition and distribution of inventory, managing inventory accountability systems, and assuring that inventory is in place where and when needed.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPRIENCE: GS-13 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: Experience applying inventory management practices, requirements analysis, and distribution center operations. Experience evaluating distribution systems for potential introduction of automated controls and assist with the implementation of changes in distribution systems; Experience working with distribution functions, some examples include: procurement, traffic management; household goods (relocation) management, quality assurance, transportation management, funds control, automated data processing, and inventory management. Experience using quality assurance techniques and reporting requirements to coordinate work; Experience using systems analysis and other analytic skills to analyze productivity and quality; Experience developing solutions to procedural program problems and making recommendations for improvement in operations, programs, automated systems, methods, or procedures. Experience with computer-based systems and various PC software applications for effective analysis.

GS-13 TIME-IN-GRADE REQUIREMENTS: Under merit promotion procedures, applicants must satisfy time-in-grade requirements contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked.
