The position serves as the Drug Testing Technician, located in the Office of Community Supervision and Intervention Services within Court Services and Offender Supervision Agency for the District of Columbia (CSOSA). CSOSA provides community supervision of adult offenders released by the DC Superior Court or the United States Parole Commission on probation, parole and supervised release in the District of Columbia.

Duties

The incumbent is the Drug Testing Technician and supports the ongoing assessments of offenders by administering the protocol for CSOSA's drug-testing program. Provides answers to a wide variety of inquiries. As directed, uses a photo imaging machine to establish positive identification when the offender has no picture identification. Inputs offender information into a database system. Updates system each time offender undergoes drug testing. Tracks the chain of custody of samples from the point of collection to the submission of samples to the laboratory. Performs office automation work to track and monitor offender testing status requiring the use of software applications and computer equipment. Prepares correspondence, reports, technical documents, graphs/charts, forms, and other office support materials to monitor offender testing status. Performs data handling tasks affiliated with the use of an automated drug testing management system. Participates in ensuring the integrity and confidentiality of all drug testing data. Escorts offender to the collection area and monitors their movements to ensure the integrity of the collection process. Performs intake duties to support chain-of-custody evidence requirements for the drug testing of criminal offenders. Assists in intake for offenders by establishing positive identification, verifying pertinent information related to drug testing, and updating relevant automated systems. Reports offenders who are in violation of the program. Performs intake duties to support chain-of-custody evidence requirements for the drug testing of criminal offenders.

Requirements

  • Must be a U.S. Citizen or National
  • Males born after 12-31-59 must be registered for Selective Service, if applicable
  • Background security investigation, drug test, and favorable adjudication
  • May be required to successfully complete a one year probationary period (unless already completed).
  • This position is covered under federal Law enforcement retirement provisions, Public Law 100-238.
  • This is not a virtual or remote position; you must live within or be willing to relocate within a commutable distance of the duty location which is Washington D.C. (District of Columbia).
  • The maximum entry age for this position is 37 years of age at the time of acceptance of employment unless the applicant has prior Federal service in a covered law enforcement position.
  • If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Qualifications

Maximum Entry Age Eligibility Requirement: This position is covered under LEO retirement provisions, first-time law enforcement appointees must not have reached their 37th birthday at the time of appointment. Applicants 37 or older who have previous LEO experience under the Civil Service Retirement System (CSRS) or the Federal Employees Retirement Systems (FERS) may have their previous LEO experience subtracted from their age to determine whether they meet the maximum entry age requirement. APPLICANTS MUST PROVIDE DATE OF BIRTH TO RECEIVE FURTHER CONSIDERATION. The maximum entry age requirement does not apply to applicants who are veterans' preference eligible. Proof of Veterans' Preference eligibility must be submitted with the application (DD-214 identifying the type of discharge and VA Disability Letter if needed). GL-05 Level Qualifications A. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GL or GS-04) or equivalent in other pay scales) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as Performing administrative or clerical work that includes all of the following: Maintaining and updating files or records for various purposes such as personnel, clients, or performance files. Managing and entering data or information into a database software program. Creating, designing, or preparing forms, reports, memos, letters, spreadsheets, and other documents using personal computer and related software applications. Proficient in using Microsoft (MS) Office (specifically MS Word and MS Excel). Providing customer service and/or technical support (to internal and external customers) via telephone, email, and/or instant messaging or using live chat software tools. Good Interpersonal Skills (Working or interacting with clients or customers face-to-face or in person (non-virtual) in a possibly intense or uncomfortable situation). Strong reading comprehension skills (Understands and interprets written material, including technical material, rules, regulations, instructions, reports, charts, graphs, or tables; applies what is learned from written material to specific situations). OR B. Successful completion of a four-year course of study above high school leading to a bachelor's degree with courses completed such as biology; chemistry; computer science; criminal justice; drugs, alcohol, and society; sociology; or other directly related courses. Transcripts must be submitted at the time of the application or by the closing date of the announcement (see Education area below for details). OR C. Equivalent combinations of successfully completed post-high school education and experience are also qualifying. If education is used to meet specialized experience requirements, then such education must include courses directly related to the work of the position. (When crediting education, prorate the number of hours of related courses required as a proportion of the total education to be used.) Note about experience acquired: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Previous drug testing experience OR education defined in qualification "B" above is preferred but not required.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
