This position serves as the Director, Protective Services Division (PSD). The PSD performs the full range of threat-based security functions, including, world-wide Protective Security Missions (PSMs) for designated DoD High Risk Personnel (HRP) and designated United States (U.S.) visits by Senior Foreign Official Visitors (SFOVs) to the Secretary, DSD, and the Chairman of the Joint Chiefs of Staff (CJCS).
Duties
Incumbent typical work assignments may include the following:
Supervises and manages highly specialized investigative teams, individuals performing operation security measures, and critical internal affairs projects designed to maintain PFPA's credibility with those it is chartered to protect and defend.
Plans, directs, guides and supervises selected investigations to include sensitive and complex investigation of violations to Title 18, United States Code, including homicide, rape, arson, aggravate assault, fraud, bribery, larceny embezzlement, collision, conflict of interest, sex offenses, gambling, confidence games, use, sale manufacturing, and distribution of illegal substances/narcotics and its effects on larceny of Government property.
Analyzes reports and collective information received from Federal, State, and/or local diverse sources pertaining to individuals or groups involved in or suspected of engaging in civil disturbances, peaceful and/or violent demonstrations likely to result in the destruction of Government property.
Briefs both management and DoD officials when warranted as to the progress of current investigations, e.g.: interrelationship or sensitivity of facts and evidence, or those of jurisdictions problems involving planning and coordination with other Federal, State, County, and local agencies, or cases involving prominent subjects such as political appointees, members of the Senior Executive Service or flag or general officers.

- As part of LEAP provision ,the employee is required to be available to work for an additional 2 hours of work per day if called upon by the PFPA, in order to receive the 25% Availability Pay allowance that the LEAP Act specifies.
Qualifications
ADDITIONAL CONDITIONS OF EMPLOYMENT:
This position requires the employee to take and, pass annual medical and physical fitness examinations; to carry and qualify with with PFPA designated weapon(s) as directed, to wear personal protective equipment (e.g., ballistic vest, etc.), and to pass all designated PFPA equipment and safety occupational certification programs. This includes being trained and then qualifying in how to deal with an "active shooter". The employee must have the capacity to perform the essential functions of the position without risk to themselves and others. The employee must be proficient in the use of the agency designated weapon(s), and must qualify or familiarize themselves with the weapons annually, per agency guidelines applicable, and maintain qualification with their assigned weapon(s).
This position is identified as a "covered position" under the PFPA Civilian Mobility Program, Regulation 1400.35. Candidates selected for this position on or after April 18, 2018 must sign a mobility agreement as a condition of employment.
This position is covered under the Federal Law Enforcement Retirement Coverage. This is an approved Law Enforcement Position per P&R memo.
Retention in this position is contingent upon the successful completion of all federal, DoD and Agency directed training requirements.
This position is not eligible for telework.

Basic Requirement:
The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.
In addition to the Basic Requirement stated above, you may qualify at the GS-15 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates:
1) applying knowledge of Federal law enforcement/criminal justice theories, techniques, procedures and practices; 2) planning and directing broad investigations of national or international scope; 3) providing administrative and technical supervision over a staff of senior level criminal investigators and; 4) devising new methods, procedures, and/or policies for conducting investigative and security work.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
