You will serve as a RADIOACTIVE MATERIAL SPECIALIST in the NUCLEAR ENGINEERING AND PLANNING DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will be involved in all phases of receipt, inspection, storage, disposal, shipment, transportation, inventory and accountability of all radioactive and special nuclear material. You will maintain records that are required by federal law and NAVSEA 08, for receipt, shipment and disposal of radioactive material. You will maintain Radiation Worker qualifications. You will maintain DOT and NAVSUP qualifications/certifications for handling and transportation of radioactive materials.

• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
• This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This is a bargaining unit position.
• You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

To qualify for the GS-2001-09 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with the identification, acquisition, and control of nuclear material or radioactive material. Experience applying team building skills and techniques such as group facilitation, coordination, coaching, problem solving, interpersonal communication, integration of work processes and products and obtaining resources. Experience applying supply procedures for procuring, receiving, storing, controlling, and disposing of materials, components and equipment. Experience utilizing automated database principles to track movement, shipment and receipt of nuclear material or radioactive material. To qualify for the GS-2001-07 position: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience receiving radioactive or special nuclear material shipments ensuring receipts are processed through proper data processing systems. Experience performing inbound inspections of radioactive or special nuclear material shipments. Experience storing and segregating material within radiologically controlled areas. Experience with the record keeping processes including the ability to maintain records to ensure positive control of radioactive and special nuclear materials. In lieu of specialized experience, applicants may qualify using the education or combination of both education and experience described below:

GS-7

Successful completion of a one full year of graduate level education
or
superior academic achievement
or
A combination of experience and education as described above that equates to one year of experience

NOTE: Superior Academic Achievement is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
   • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
   • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
     • Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.

3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies.

Successful completion of a master's or equivalent graduate degree

Successful completion of two full years of progressively higher level graduate education leading to a master's degree
