As a Lead Contract Specialist, you will responsible for overseeing a team of acquisition personnel on a wide range of contracting actions.Location of position: Public Buildings Service, Acquisition Division, in Region 7.Location will be determined at selection. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Serves as a team leader for a work team of 3 or more GS-1102 Contract Specialists working under the direction of a supervisory contract specialist. The team may also include GS-1105 Purchasing Agents or GS-1106 Procurement Technicians. Devises procurement strategies required to support major acquisitions that are strategically vital to customers in their mission accomplishment. Develops, prepares, negotiates, and awards, contractual vehicles and/or task orders for highly complex construction, professional services, facilities management, building operation services  A/E services, construction management services, design-build projects, a variety of complex service type contracts, and/or other highly specialized procurements. Develops procurement objectives in terms of competition and price reasonableness used to construct contractual vehicles. Develops and implements systematic plans to assure the accomplishment of Service objectives through coordinated initiatives designed to assist the customer agency or Service in achieving their acquisition goals. Analyzes a wide range of complex customer requirements and negotiates various memoranda of agreement as required. Performs the full range of contract administration actions required for the acquisition program, including the issuance of contract modifications, negotiation of changes, exercise of options, investigation and resolution of contractor delays, issuance of cure notices or show cause letters, evaluation of contractor performance, disposition of claims, use of alternative dispute resolution as appropriate and other similar administrative matters. Resolves protests. Oversees and monitors the most complex large or politically sensitive projects ensuring that projects are completed within contractually mandated budgetary scope and schedule. Ensures that the Service strategic plan, mission, vision and values are communicated to team members and integrated into the team's strategies, goals, objectives, tasks, work products and services. Provides expert technical advice on realty matters and new initiatives to teammembers and disseminates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Coaches the team in the selection and application of appropriate problem solving methods and contracting and negotiation techniques, provides advice on work methods, practices and procedures, and assists the team members in identifying the parameters of a viable solution; trains team members onprinciples of contracting. Trains or arranges for the training of team members in an effort to build teamwork in terms of accomplishing tasks or projects, and provides or arranges for specific administrative or technical training necessary to accomplish individual and team projects related to PBS goals. Maintains current knowledge on GSA contracting regulations, policies and program activities and answers questions from team members on procedures. Serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.

Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.   3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above.  Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. Specialized experience is one year of experience equivalent to the GS-XX in the Federal service. Specialized experience is (Fill in the specialized experience) This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.
