This position serves as a Supervisory Information Technology Specialist with primary focus on specialized scientific and laboratory endpoint IT support for both APHIS and Agricultural Research Service (ARS) users at NBAF or NCAH in a combined services environment. This position is responsible for managing the resources, providing analysis of needs and customer service, and supervising the Endpoint Support staff within the assigned laboratory.
Duties
The duties may include, but are not limited to:
Assigns and reviews the work of staff to ensure timely performance, soundness, and value.
Monitors the progress of work, including adherence to methods and procedures, and prioritization of the work, including the development of assignments and schedules.
Gives advice or instruction to employees on both work and administrative matters; initiates formal personnel actions for such matters as the retention of probationary employees, career promotions, and details of position responsibilities.
Evaluates subordinates through annual performance ratings and initiates formal award recommendations based on job performance.
With approval of higher level management, issues formal warnings and reprimands as necessary; initiates recruitment action for job vacancies; evaluates applications, conducts interviews, and recommends selections.
Supports implementation of Agency compliant physical security measures, software security measures, and management controls.
Participates in the formulation of strategic and operational plans, goals and objectives for APHIS Customer Support service delivery, as well as individual program goals.
Assesses, analyzes, and documents customer needs for IT applications, systems, and services based on customer interviews and established requirements.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Leading multidisciplinary team of IT specialists providing support in an enterprise environment.
Gathering information and developing recommendations for IT solutions to help better achieve the organization's objectives.
Using enterprise level helpdesk or incident management software
Note: There is no education substitution for this grade level.
