Duties

In this position, the incumbent works under the general supervision of the District Contracting Chief with extensive authority for exercising independent judgment and making decisions on functions of the branch. Plan and execute assigned functions within a framework of broad policies, objectives, and established practices. The incumbent is frequently required to develop new approaches and write new conditions or clauses to resolve specific situations. The incumbent will serve as a Supervisory Contract Specialist with the primary responsibility for overall contract program compliance with applicable acquisition policy. Exercise full supervisory responsibility for the Division. Serves as warranted Contracting Officer for the Division. Provide leadership, direction, and technical training to contract specialists in their performance of pre-award, post-award, close-out and contract termination functions covering construction, architect/engineering, service and supply type contracts. Serve as customer point of contact for technical personnel. Coordinate with customers to develop acquisition strategies to ensure customer support and support of socioeconomic programs. Oversee contract management from award through contract termination and closeout. Analyze contracting issues to identify alternative courses of action, approve administration of long-term contracts covering the procurement life cycle, and resolve a variety of contracting problems .

Requirements

  • One year trial/ supervisory probationary period may be required.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • The incumbent must be currently certified in the Defense Acquisition Workforce Improvement Act (DAWIA) Program in an Acquisition Functional Area and certification category

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-13 Specialized Experience: One year of specialized experience which includes meeting all of the following: 1) conduct acquisition planning and contract pre-award functions to include: a) determine method of procurement/contract type, b) prepare solicitations that communicate requirements to industry; c) evaluate responses to solicitations for price reasonableness, compliance with terms, and adequacy of competition; 2) administer contracts to include contract scope determinations, modifications, close-outs and/or terminations; 3) provide technical assistance to teammates by leading teams in achieving both pre and post award objectives; and 4) knowledge as a professional Contract Specialist managing contracting functions or activities (e.g. contract awards, proposals and solicitations, cost/price analysis, negotiation and administration) ensuring the appropriate procurement or acquisition of goods or services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). "Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted".
