You will serve as an Equal Employment Specialist of CNSSC FLD DET MECH PA.

Duties

You will administer the EEO complaints and pre-complaints processing to include counseling, investigation and adjudication. You will be held responsible for compiling, reporting and analyzing statistical data used to evaluate effectiveness of program, determining trends and identifying problem areas. You will consult with management officials to develop resolution to complaints of discrimination and prepare final recommendation to Deputy Equal Employment Opportunity Officer (DEEOO) for acceptance or rejection. You will determine needs and advise the Deputy Equal Employment Officer on problems affecting individuals with disabilities such as accessibility, promotions, professional development, training and recruitment. You will provide counseling and ADR efforts to resolve individual disputes or discrimination cases avoiding litigation costs for customers.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized Experience must include: 1) Conducting employment discrimination counseling in response to informal complaints of employment discrimination raised by employees or applicants for employment who allege discrimination and/or reprisal for engaging in a protected EEO activity in accordance with EEO rules, procedures and law; 2) Analyzing and evaluating information related to systemic barriers to EEO and complaints; 3) Conducting alternative dispute resolution sessions at the informal stage of the Equal Employment Opportunity (EEO) complaint process; 4) Conducting processing reasonable accommodation requests in accordance with Agency rules and procedures and governing law; 5) Executing affirmative employment initiatives that may involve drafting reports that include the results of analyses of demographic data and the identification of barriers to employment by select categories of employees and prospective applicants. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized Experience must include: 1) Assisting with conducting employment discrimination counseling in response to informal complaints of employment discrimination raised by employees or applicants for employment who allege discrimination and/or reprisal for engaging in a protected EEO activity in accordance with EEO rules, procedures and law; 2) Entering and updating complaint information into a web-based complaint tracking system; 3) Assisting in conducting alternative dispute resolution sessions at the informal stage of the Equal Employment Opportunity (EEO) complaint process; 4) Assisting with conducting processing reasonable accommodation requests in accordance with Agency rules and procedures and governing law; 5) Executing affirmative employment initiatives that may involve drafting reports that include the results of analyses of demographic data and the identification of barriers to employment by select categories of employees and prospective applicants. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a Ph.D. or equivalent doctoral degree, LL.M, or have completed three full years of progressively higher level graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

GS-11 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements.
