This position is located in the Center for Biomedical Informatics and Information Technology (CBIIT), National Cancer Institute (NCI), National Institutes of Health (NIH), Department of Health and Human Services (HHS).
Duties
Provide technical planning, direction and guidance on internal and external state-of-the-art complex biomedical software engineering projects on the Program's software development methodology.
Oversee and manage an entire portfolio of scientific, biomedical, and administrative systems software development projects being supported by one or more contractors simultaneously.
Serve as expert software development point of contact working with Security to ensure that all systems have an Authority to Operate (ATO). Defines and sets the Recovery Point Objectives, the Recovery Time Objective, and the Maximum Tolerable Downtime on each application within the portfolio.
Organize, conduct, and/or participate in workshops, conferences, symposia or similar scientific activities to promote and disseminate computer science and software development best practices and facilitates communication among investigators and cancer research community.
Serve as a Project Officer/Contract Officer Representative in the acquisition of software and services contracts needed to design, develop, deploy, and support the professional documentation of CBIIT systems.

Qualifications
You qualify at the GS-14 level, if you meet of the following qualification requirements:
Basic Requirements:
You must have a Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
AND
You must demonstrate in your resume at least one (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: managing biomedical software engineering and development projects; identifying customer requirements for biomedical or administrative software applications; administering contracts to support biomedical engineering projects; and coordinating and collaborating with other officials, staff, and organizations to accomplish software engineering development activities.
