Duties

WHAT IS THE CRIMINAL INVESTIGATIONDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Criminal Investigation - Strategy - Human Resources The following are the duties of this position at the full working level. As team leader, communicates the Service's mission, vision, and values to team members and ensures integration into overall Human Resources Management goals, objectives, strategies, work plans, and products and services in accordance with IRS policies and directives. Articulates work assignments, projects, problem areas, significant issues, and deadlines for completion to team members. Leads the team in identifying, distributing, and balancing workload based on established workflow and skill levels. Makes adjustments to complete work assignments based on priorities and/or deadlines. Ensures integration of team members in developing the final team product(s). Provides guidance in the selection and application of appropriate problem-solving methods and techniques for team members. Advice includes work methods, practices, and procedures relative to work assignment/project as well as assistance in identifying parameters to viable solutions. Ensures team members are trained in team-building methods and techniques in addition to accomplishing tasks/projects as a "team." Serves as coach, facilitator, and/or negotiator in coordinating team initiatives and in consensus-building activities among team members. Provides regular updates and briefings to the supervisor regarding status of work assignments. Monitors work in progress and reviews completed work to ensure adherence to program policies/priorities, work methods, quality guidelines, and established deadlines. Identifies any technical deficiencies and arranges for necessary training. Additional Duties for Performance, Recognition & Engagement: Provide technical and analytical support on various HR programs (e.g.,performance management, monetary and non-monetary awards, HR measures, employee engagement). This includes formulating and administering policies and procedures, leading/ participating in task forces or special projects, and providing on-going advice relative to Human Resources Management issues. Support BOD and oversee a team in providing data analysis to measure program progress, quality, and efficiency. Serve as a technical expert on assigned programs and will provide guidance to both internal and external customers, as well as team members. Analyze data, recommend solutions, and track work products through completion. Serve as a coach and facilitator to team members in coordinating and completing projects. Must have experience with recognizing, identifying, and implementing process improvements. Effective oral and written communication skills are essential.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 LEVEL: To be minimally qualified for this position at the GS-14 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression. To be qualifying, your experience must demonstrate a comprehensive knowledge of the concepts, principles, practices, laws, and regulations of human resources management (HRM) and ability to apply such knowledge in an authoritative role which includes, providing advice, developing policy and/or formal guidance, and developing hiring solutions/interventions on complex service-wide staffing and placement programs and issues. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
