Duties
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION
This National Guard position is for a PRIMARY PREVENTION SPECIALIST (PREV WF)(Title 32), Position Description Number T0029P01 and is part of the J9, National Guard.
JOB SUMMARY: The primary purpose of this position is to implement and support integrated prevention programs. It collaboratively identifies, implements, and assesses public health-informed and evidence-based prevention policy, practices, programs and processes. Supports healthy climate/culture to eliminate harassment, sexual violence, family violence and self-directed harm using a public health perspective and socio-ecological theoretical lens. This involves an integrated, multi-agency, and collaborative approach with other Wings/Regions, Joint Force Headquarters (JFHQ), and local programs with a nexus to integrated primary prevention (IPP) efforts.
The major duties include, but are not limited to:
Serves as the point of contact for harm and abuse prevention programs and activities; provides program coordination and serves as an advisor for the Wing/Region/JFHQ-STATE IPP program.
Supports inter- and intra-personal violence prevention efforts and programming through the Wing/Region/JFHQ-STATE leadership advisory committees, boards and working groups.
Serves as a Wing/Region/JFHQ-STATE liaison for local military and civilian agencies to promote timely information exchange, coordinate collaborative prevention efforts, and establish resource links and community partnerships.
Responsible for developing and overseeing healthy climate, resiliency, risk reduction activities, training, and communication campaigns within the region.
Recruits, trains, and facilitates military volunteers for prevention activity implementation.
Requirements

- The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment; must be able to obtain and maintain a secret security clearance.
- Federal employees currently serving in the competitive service must acknowledge they will voluntarily leave the competitive service by accepting an offer of employment for this NG Title 5 excepted service position.
- U.S. Citizenship required.
- Must possess a valid state drivers license.
- This position is subject to provisions of the DoD Priority Placement Program.
- Federal employees currently serving in the excepted service (Title 32) must acknowledge they will voluntarily leave the Title 32 excepted service by accepting an offer of employment for this NG Title 5 excepted service position.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- May occasionally be required to work other than normal duty hours; compensatory may be required.
- May require travel in military and/or commercial aircraft to perform temporary duty assignments.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration; will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
Qualifications
GENERAL EXPERIENCE: Must possess one of the following: 1.) A Degree in behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences; -or- 2.) A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field included at least 24 semester hours of course work in the behavioral or social sciences; -or-3.)Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following:
Experience equivalent to at least the next lower grade level (GS-09).
Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position.
Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources.
Experience demonstrating knowledge of the organization and its mission and utilized the organizational staff procedures.
Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of Primary Prevention efforts.
Knowledge of social-ecological systems theory.
Knowledge and experience in the organization, management, and administration of programs and services to participate in program planning.
Skill in development and maintenance of public understanding and sound working relationships with local and community agencies.
Skill in applying professional community organization abilities related to the formulation of needs assessments, development of prevention programs, and the marketing of programs.
Knowledge of complex helping systems and professional organizations, how they positively or negatively affect individual and family welfare, and the multiple ways these systems and organizations operate to deliver services.
Skill in oral and written communication to include report writing and maintaining proper records to document services provided.
Knowledge of and skill in planning, conducting and evaluating Primary Prevention training programs.
Knowledge of the regulations, policies, and precedents that are used for developing the action plans to implement approved prevention strategies.
Ability to plan and adequately support the needs of National Guard members by determining what the future needs of the Service Member are through the interpretation and analysis of studies, and trends.
Knowledge of policies and requirements for the development and analysis of the Prevention Programs efforts in order to integrate effective prevention measures.
Knowledge of automated data systems to maintain information.
Knowledge of analytical techniques to identify, analyze and/or recommend solutions to problems encountered and to develop Statistical data and narrative reports.
Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.

No substitution of education for specialized experience.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
