About the Position: Incumbent will serve as Chief of the Emergency Management Branch, Operations Division, and Program Manager for the Flood Control and Coastal Emergency (FC & CE) Programs, and the National Emergency Preparedness Program (NEPP) with the responsibility for managing for the District Engineer all National Emergency and Natural Disaster activities, including planning, programming, budgeting and execution of these programs.

Duties

Supervises preparation of budget data and justification for the District for Flood Control and Coastal Emergency Program, Natural Disaster Programs. Serves as the District expert on matters dealing Corps role in planning, preparing, responding to, and recovering from various types of natural, manmade, or technological disasters. Directs the planning and execution of the District's Emergency Management programs with managers and engineers and other professionals from various technical arenas within the Corps and other Federal agencies and states and local governments. Leads District effort of after-action and Corrective Action program. Provide day-to-day technical and operational direction to subordinate employees who manage and support District Emergency Management programs. Serves as the District's subject matter expert on the National Response Framework and Emergency Support Function. Responsible for establishing, operating, and supervising all activities of SAM Emergency Operations Center. Develops and updates regional Emergency Management plans and programs that guide the execution of the Emergency Management mission. Leads District effort for contingency training and exercise.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • In accordance with AR 690-11, this position has been designated as “Key” and shall not be vacated during a national emergency or mobilization.
  • In accordance with AR 690-11, this position has been designated as “Emergency-Essential”.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires the incumbent to obtain and maintain Contracting Officers Representative certification within 24 months of entry into the position.
  • This position has a Temporary Duty (TDY) requirement of 20% of the time.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for specialized experience is permitted.
