This position is at the full performance level and is located at Tucson VA Health Care System, Mental Health Service and serves directly with the management of operational components of Mental Health Services. He/she works closely with the Mental Health ACOS/ Mental Health Supervisory Administrative Officer and other health care professionals and team members, other clinics, internal services, and community agencies. The incumbent reports to the Mental Health Supervisory Administrative Officer.
Duties
Duties include but are not limited to:
Performs organizational and/or manpower utilizations studies of the clerical and technical aspects of the Mental Health teams and clinics with related functions to identify and develop improvements and efficiency of manpower and methods to present to leadership.
Will perform manpower review in the context of knowledge of clinic activity, skills, speed, volume, and quality requirements of the work processed.
Develops, initiates, and implements administrative policies and procedures for facility-wide areas of responsibility now that Mental Health has consolidated more services.
Responsible for coordinating the needs of the organization based on both long and short-range policies and plans.
Performs management analyses, research projects and provides advisory services on technical compliance, data integrity, workflow & process, and achievement of numerous and valued performance measure for Mental Health management and subordinate clinics.
Work is accomplished on a weekly and/or monthly basis for compliance and data integrity; daily/weekly/monthly for numerous and varied performance measure activities, and monthly or on ad-hoc basis for workflow and processes, with this work being quite frequent with the Mental Health emphasis on systems redesign and rapid-cycle improvement across multiple Mental Health sites.
Analyses, recommendations, and solutions are produced using a variety of tools including but not limited to VSSC, Pyramid Analytics, Corporate Data Warehouse (CDW), SQL, VistA reports/programming routines (e.g., FILEMAN and ACRP) and Microsoft Office produces (e.g., Excel, Access etc.).
Incumbent develops and manages systems, processes, and procedures to organize and track a variety of important functions integral to the functioning of the Mental Health Service. Examples include Coordinated Care Agreements, (CCA), and remote access to Vista/CPRS systems for Mental Health staff.
Performs administrative or technical duties associated with developing, revising, maintaining, Mental Health initiatives and services.
Identifies and recommends ways of eliminating, combining, simplifying, or improving procedures and processes.
Will provide training, guidance, and support to system end-users across the facility Mental Health enterprise.
This position monitors and tracks the effects of changes to workflow and the subsequent effect on clinic availability and patient and provider satisfaction.
He/she works with the ACOS for Mental Health, Clinic Practice Manager and Clinic Managers in Mental Health to circulate best practices and effective problem- solving processes throughout the Health Care System.
Utilizes knowledge and skill to apply analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of clinic access and other programs.
Designs and runs VistA reports and tracks VSSC data related to all programs in Mental Health.
Through the consistent monitoring of performance data, the incumbent identifies access and workflow throughout all Mental Health.
Independently communicates with Mental Health clinic leadership to identify potential causes and solutions for access and performance metric issues.
Utilizes process improvement and operation management knowledge of applicable laws, regulations, policies, health care metrics and precedents which affect clinic access and provide supportive reports and tools for more efficient chronic disease management.
Work Schedule: Monday - Friday 8:00 a.m. to 4:30 p.m. work schedule, but work schedule may be adjusted to meet the needs of the service.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.

Physical Requirements: The work is sedentary in nature. Manual dexterity is required in operation of a personal computer. The work sometimes requires walking, standing, bending, lifting, or carrying light items such as paper, books, and charts. Most work is performed in an office setting which requires little physical exertions.
