You will serve as a FINANCIAL MANAGEMENT ANALYST in the Assistant Secretary of Navy (FM&C), Office of Budget/Fiscal Management Division of the ASN.
Duties
You will serve as the senior liaison for budget, accounting, or financial management policy and procedures within the organization.
You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization.
You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas.
You will provide interpretive and analytical advice on financial transactions and program execution.
You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization.
You will promulgate approved financial management policies within the organization based on DON policy and develops and issues implementing procedures.
You will conduct management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommends alternatives for corrective action.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing recommendations to senior leadership on program requirements, analysis and guidance expanding across financial projects; designing and implementing improvement plans for program effectiveness and/or organizational productivity; researching and analyzing the concepts, principles, practices, laws, and regulations of financial management systems and their relation to integrated business systems supporting subordinate and senior levels of financial management.
