This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a General Equipment Mechanic XF-11 position with the USACE Tulsa District, Operations Division. The position is with the Technical Support Branch, Navigation Project Office located in Sallisaw, Oklahoma.

Duties

You will be responsible for general equipment mechanic on a 1020 HP twin-screw diesel-powered towboat. Perform periodic inspections to include preventive maintenance, minor overhauls and routine repairs of all floating plant within the River Fleet work group. Work performed by the River Fleet work group consists of towing, snagging, dredging, and normal or emergency maintenance. Repair engines and operating machinery on towboat, crane barge, work barges, and other supporting auxiliary equipment to include oils, greases, cleans, tests, adjusts, and diagnoses failures. Perform individual trade or craft tasks and duties such as repairing, adjusting and servicing mechanical operating machinery used by the River Fleet work group.

  • Incumbent is required to know, comply with, and promote prescribed safety rules and regulations.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A physical is required for this position.
  • This Position is covered by the Civilian Drug Abuse Testing Program. Incumbent is required to sign a DA FORM 5019-R is required.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) GENERAL EQUIPMENT MECHANIC without more than normal supervision. This includes performing common tasks associated with the preventative maintenance of electrical, hydraulic, and mechanical systems on towboat, work barge, or floating plant. Failure to meet this Screen Out Element will result in an ineligible rating. Mental Application: The work requires continuous mental attention to every detail of the work since a failure of the engines or other shipboard systems on the towboat or barges while performing work on the lock and dam operating equipment could cause catastrophic failure of the dam or control gates. For example, a diesel engine failure on the towboat while maneuvering around spillway gates could cause the towboat to drift into the gates doing serious damage to the gates. A failure of that nature could flood downstream areas or close a navigation lock to commercial traffic causing large economic losses to the general public. Physical Effort: Work frequently requires considerable pushing, pulling, carrying, and lifting items weighing up to 50 pounds, occasionally to 100 pounds. The work also frequently requires standing, walking, kneeling, and bending. Working Conditions: Majority of work is performed in areas subject to fumes, heat, noise, and cramped conditions. Works around moving machinery where there is danger of cuts, bruises, and burns. Some work is performed outside in all types of weather. There is danger of drowning when working on the navigation system. About 20 percent of the work is performed away from the duty station requiring TDY. The incumbent is subject to call at any time to restore navigation channels, locks and dams to operational status.
