The primary purpose of this position is to serve as a logistics management specialist in support of Department of Energy (DOE) designed nuclear weapons and the associated support equipment in Air Force custody. Duties

Develops Logistics Support Plans for life-cycle extension programs of nuclear weapon systems and integrates actions to support military and base spare operational plans. Assists nuclear weapon logistics program managers and functional representatives with the planning/programming of Limited Life Component Exchange and Group X Kits. Assists as technical advisor on the Direct Vendor Spares (DVS) Contract and Work For Others (WFO) agreement. Serves as representative and spokesperson in providing guidance and assistance to Air Force and Non-Air Force customers.

  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
  • This position is emergency essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize (cont'd)
  • (cont'd) against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. (cont'd)

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of theories and principles of nuclear weapon logistics management and planning and execution. Practical knowledge of nuclear weapon systems design along with familiarity of specifications and understanding of maintenance requirements during sustainment acquisition and other stages of a system project. Knowledge of nuclear weapon system life cycle concepts and design as they apply to system research, development, sustainment acquisition, and production. Knowledge of major issues, program goals, work operations, and managerial channels of organizations involved in support plans. Knowledge of analytical techniques and evaluation criteria used in measuring the effectiveness and efficiency of programs to improve support plans, and in developing and modifying work methods. Knowledge of support requirements to provide coverage of funding, supply, and a variety of other technical support activities. Knowledge of major issues, program goals, work operations, and managerial channels of activities involved in weapons systems management and sustainment programs. Knowledge of contractual processes, procedures, and technical requirements sufficient to serve as the Support Contract Officer. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic nuclear weapons theories and principles of' systems design, specifications development techniques; and an understanding of sustainment acquisition and maintenance requirements as well as organizational functions involved in logistical support. Knowledge of theories and principles of Integrated Logistics Support (SUPPORT) planning, development. and execution sufficient to coordinate and integrate functions into a total, well structured, and viable program. Knowledge of system life cycle concepts and design as they apply to system research, development, and acquisition. Knowledge of contractual processes, procedures, and technical requirements. Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use; to include the identification and correlation of specific requirements for money, manpower, materiel, facilities, and services needed to support the program; and to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
