This position is in the Office of the Chief Financial Officer (OCFO), Financial Management Services (FMS) Center, Customer Services Division (CSD), Customer Support Branch (CSB), Spending & Reporting Section in New Orleans, Louisiana.
The incumbent serves as a Customer Support Branch Tier 2 Accountant (Systems) and assists in monitoring, assigning, and resolving tickets entered in an accounting or corporate financial management system, interfacing system or subsidiary system.
Duties
Applies accounting principles and standards outlined by FASB, GASB, GAO, Treasury, OMB, and other authoritative regulatory bodies to financial data.
Reviews and performs routine reconciliations of SGL accounts to ensure accurate financial reporting of accounting transactions.
Reviews customer documentation to distinguish between relevant and irrelevant information to ascertain the customer request and the resolution required.
Develops and maintains working relationships while working with internal and external customers to resolve issues.
Communicates effective, clear, and convincing ideas and facts while conversing with individuals or groups; listens and responds appropriately.
Identifies, validates, and documents system processing issues, with organized facts, ideas and the use of correct grammar and punctuation.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, education and/or specialized experience, as defined below.

BASIC EDUCATION REQUIREMENT:
Degree: accounting: or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

Combination of Education and Experience:
At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3.Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. GS-9: Have at least one year of specialized experience, equivalent to the GS-07 level in Federal Service or equivalent responsibility in the private sector/pay systems equipping you with the competencies to successfully perform as a Systems Accountant. Such experience includes researching, analyzing, and applying corrective action to financial data and the financial system while applying generally accepted accounting principles and standards outlined by FASB, GASB, GAO, Treasury, OMB and other authoritative regulatory bodies; analyzes process flows through the ERP SAP financial system modules; and monitors and maintains the resolution of tickets entered in an accounting or corporate financial management system, interfacing system or subsidiary system.

2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree
or
Equivalent combination of successfully completed higher level education and specialized experience that makes up 100% of the qualifications required for the position.

Combination of Education and Specialized Experience: Education and Specialized Experience can be combined to meet the minimum qualification requirements, as allowed in the applicable standard.
