The Health Administration Service (HAS) core mission at VA Puget Sound Health Care System (VAPSHCS) is to provide administration of various federal laws, regulations, policies and procedures that permit Veterans to obtain health care through the Department of Veterans Affairs. HAS provides guidance and support to VA staff, non-VA care providers, Veterans and other stakeholders in communicating Veterans health care benefits information. HAS oversees the Automated Data Processing (ADP) Unit.

Duties

Provide business oversight for a variety of software programs. Coordinate and train business and functional areas for various information technology VISTA packages, e.g. ADT (Admissions/Discharge/Transfer); Scheduling; PTF (Patient Treatment File); Medical Record Tracking; Fee Basis; POX (Patient Data Exchange); HINQ (Hospital Inquiry); AMIEII/IBBA (Intranet BDN/BIRLS Access); IB (Integrated Billing); AMIE (Automated Medical Information Exchange); Discharge Summary; PCE (Patient Care Encounter and Visit Tracking); ACRP (Ambulatory Care Reporting); Network Health Exchange; AICS (Automated Information Collection System); KLF Menu; CIRN (Clinical Information Resource Network);TIU) (Text Integration Utilities); EWL (Electronic Wait List), Beneficiary Travel V 1.0; Incomplete Record Tracking V 1.0; Claims Manager -VISTA; EAS (Electronic Application Systems) V1.0; and additional business office programs as added. Provide training and troubleshooting for clinical and administrative staff in business processes and associated supporting software. Assure all service information technology equipment is operational and functions. Coordinate replacement/installation of equipment with OI&T. Assist with the preparation and implementation of the business contingency plans for system failure addressing manual system backup plans for long and short-term outages. Collect individual needs to determine menu access for staff, Regional Office employees, and employees from VISN VA facilities. Ensure OI&T assigns appropriate access to terminal and file codes for the purpose of controlling access to the patient and medical records. Coordinate with the responsible offices for medical center workload to ensure the accuracy of the data in VISTA. Provide testing of new options and software versions prior to implementation. Confirm that software is working according to specifications. Provides staff support to OI&T by providing information and analysis of software functions within the service. Responsible for designating and preparing data management analysis, special studies, and reports for use by top management. Participates in the establishment of administrative qualitative standards. Coordinates data collection and analysis and uses knowledge of System Redesign principles to determine organization performance. Conducts business process modeling, projects and studies that will impact on the overall functions of the services. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS07 position you must have served 52 weeks at the GS05. For a GS09 position you must have served 52 weeks at the GS07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:GS-7: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: overseeing and coordinating a variety of software programs integral to the operation of business programs; coordinating the business process with software functions; applying fact-finding approaches and continuous quality improvement mechanisms; providing factual data on various subjects; installing software and evaluating applications to ensure compatibility; setting up parameters for hardware and software operations; troubleshooting to identify problems and facilitate corrections; extracting and compiling data from large databases such as those used for large multi-facility online patient medical records systems or similar databases; utilizing data management applications such as Microsoft Access or Excel; experience in refining data and creating reports. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of graduate level education, OR a Bachelor's degree with superior academic achievement (SAA). This education must have equipped you with the knowledge, skills and abilities to perform the duties of the position at this grade level and is in a field directly related to the position. (TRANSCRIPT REQUIRED). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree. GS-9: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: understanding and implementing data processing documentation procedures, administration operations, workload capture and reimbursement to effectively maximize the capture of data using the applicable technology or software package; implementation of System Redesign principles to determine organization performance; writing updates to end-user manuals, utilizing structured analysis and automated design methodologies to assist with recommendations on plans, proposals or designs to improve efficient and productivity; tracking information for cost analysis, workload, trend analysis, efficiency, effectiveness, and productivity. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree (post-bachelors), OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B. or J.D., if related. This education must have equipped you with the knowledge, skills and abilities to perform the duties of the position at this grade level and is in a field directly related to the position. Physical Requirements: Work is mostly sedentary, but does require some walking and standing for a few minutes at a time several times a day processing paperwork, filing, etc. Requires the ability to move from one geographic location of the facility to another.
