Duties

WHAT IS THE SBSE - Small Business Self Employed DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Small Business Self Employed Campus Collection Operations - Atlanta The following are the duties of this position at the full working level. Oversees development and execution of Operations or Program procedures. Coordinates policy and strategy between Operations and centralized activities, to manage cross functionally to achieve organizational goals, provide one stop service and end to end accountability to our customers. Many Collection and Examination issues are highly sensitive and complex, and impact on the economic well-being of the community. Balances deployment of resources from workload demands to increase front-end activities. Configures compliance resources to address emerging issues and taxpayers needs as appropriate. Manages strategies to apply the appropriate treatment according to degree of risk, reserving enforcement for egregious non-compliance. Develops Collection and Enforcement strategies in coordination with Communications & Liaison, to integrate education and outreach as necessary to understand, address, and affect population needs and behaviors, and to assist taxpayers understand their rights and comply with tax laws. Identifies and markets best practices nationwide to improve customer service, consistency, and efficiency. Coordinates with Headquarters Collection and Examination, Field Collection and Examination, Large Business & International, SB/SE Research, and Research, Applied Analytics & Statistics (RAAS) to identify non-compliant taxpayer segments with similar characteristics, develop and test alternative treatments customized to each segment, leverage Collection and Examination resources for maximum compliance results towards long term solutions, and develop and test appropriate measures to monitor impact and effectiveness of treatment. Develops and delivers mission-oriented service and strategies, identifies and resolves emerging issues; and, demonstrates substantive and meaningful involvement with processes to improve customer service focus, and concern for meeting the needs of internal and external customers. Serves as advisor to the program areas in all facets of Collection and Examination activities and furnishes information with regard to the policies of the Internal Revenue Service and interpretation of federal tax laws and regulations as they relate to Collection and Examination.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE IR-01: To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight; Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others; Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development and implementation of the technical aspects of programs directly related and/or specific to the position being filled; Experience applying budget and fiscal methods used in establishing and maintaining an organization. Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled. MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
