Duties

Performs final audit of invoices and vouchers related to contracts such as: fixed price with escalation or incentive provisions, cost plus incentive fee, and cost plus award fee; or a combination of any of these contract types. Certifies the legality of procurement of goods and services under various funding authorities and specific laws and regulations. Examines and analyzes contracts, modifications, and change orders for propriety, legal and adequacy of contract. Reviews modifications for correctness of multiple appropriations and monetary amounts in relation to increases or decreases to basic controls. Determines legality and correctness of related documents and payment control. Researches and reviews contracts, a variety of orders, agreements, purchase requests, and obligations to ensure propriety of fund usage, proper authorizing signature, and pertinent contract payment requirements. Determines and applies proper coding to a variety of transactions, ranging from simple to complex. Prepares a variety of payment authorizations and schedules payments for commercial vendors and government agencies or activities.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required. For GS-06: Specialized experience at the GS-05 grade level is defined as: validating, monitoring and maintaining financial transactions and records; entering financial data into an automated financial system to process a wide variety of account transactions; identifying and researching discrepancies in account transactions and making adjustments; researching discrepancies and making adjustments. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-5 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-06 Substitution of Education for Experience: Six months of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
