You will serve as an Intelligence Specialist within the Directorate for Intelligence and Information Operations (IO), Commander U.S. Pacific Fleet of COMPACFLT MILITARY INTEL PROGRAM. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties

You will support the Foreign Engagements Dept. within the Commander U.S. Pacific Fleet (COMPACFLT N2N39). You will compose and deliver written/oral briefs to prepare civilians and flag rank officers for service staff talks, negotiation/meeting with foreign counterparts. You will ensure the PACFLT Director of Intelligence and Information Operations is properly supported in all dealings with foreign government and military officials. You will host intelligence exchange conferences as required by existing bi-lateral agreements and provides detailed after-action reports to the N2N39. You will coordinate all trip-related arrangements, to include representational activities, official gift exchanges, transportation, lodging, protocol and logistic support. You will negotiate agreements with foreign government officials pertaining to intelligence cooperation on behalf of the PACFLT N2N39. You will conduct liaison with operating and policy level personnel of the Navy, DoD and others in the Intelligence Community in matters pertaining to foreign intelligence cooperation. Prepare recommendations on foreign disclosure actions, advise personnel on foreign disclosure policy within DoD and the IC.

Requirements

  • Must be determined suitable for federal employment.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-Year DCIPS trial period.
  • This position required International Travel.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Establish, coordinate and support foreign cooperative collection/analysis/exchange programs through direct contact with foreign military and intelligence service representatives; Compose and deliver written/oral briefs to prepare civilians and officers for service staff talks, negotiation/meeting with foreign counterparts; Possesses firsthand knowledge of the Intelligence cycle; Liaison with operating and policy level personnel in the intelligence community in matters pertaining to foreign intelligence cooperation; Monitor engagement initiatives to ensure appropriate resources are available to meet national and fleet objectives; Perform analytical and support tasks and provide policy recommendations; Prepare recommendations on foreign disclosure actions, advises personnel on foreign disclosure policy and procedures; facilitates release of information to foreign nationals and conducts technical reviews of information.
