You will serve in an Interdisciplinary position in the Environmental Production Support Division, Public Works Department, Environmental Division of NAVFAC NORTHWEST. This is an interdisciplinary position and will be filled as a Community Planner (0020), Natural Resource Specialist (0401), Environmental Engineer (0819), or Physical Scientist (1301). Salary Range: GS-11: $81,242 to $105,612 GS-12: $97,376 to $126,585

Duties

You will prepare and review special environmental studies to assess the environmental impact of military operations, programs, exercises, construction projects, etc. You will provide environmental planning and permitting services to supported activities regarding National Environmental Policy Act (NEPA) and environmental compliance. You will review planning documents to identify environmental requirements, potential environmental problems, and additional environmental studies and documentation requirements. You will serve as a Subject Matter Expert (SME) on A/E contracts to ensure preparation of technically adequate, timely and cost-effective products.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the GS-12 Grade Level: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Directly performing or coordinating contractor support to prepare environmental planning documents and assessing environmental impacts to natural and cultural resources, including Environmental Impact Statements (EIS) and Environmental Assessments (EA); 2) Providing environmental planning consultation services, professional guidance, and general assistance to an organization regarding the National Environmental Policy Act (NEPA); 3) Identifying, developing, and integrating process improvements for streamlining environmental review processes; and 4) Preparing and reviewing environmental compliance requirements with federal, state, and local regulatory agency requirements for proposed military operations, training exercises, construction projects, and programs. For the GS-11 Grade Level: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)Performing or supporting preparation of environmental planning documents and assessing environmental impacts to natural and cultural resources for military operations, construction projects, programs, training exercises, etc; 2) Providing environmental planning consultation services, professional guidance, and general assistance to an organization regarding the National Environmental Policy Act (NEPA) and environmental compliance; and 3) Preparing and reviewing environmental compliance requirements with federal, state, and local regulatory agency laws, policies, and/or permits. ***NOTE: This experience must be fully and clearly supported in your resume to be considered. Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

OR

Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Degree:
biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.


~Applicants for the Physical Science (1301 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.



~Applicants for the Environmental Engineer (0819 series) must meet the following basic requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
