Duties

The individual serves as a Lead Human Resources Specialist (LER) and acts as an intermediary between the supervisor and staff, providing coaching, mentoring, and leadership over the team and consulting to provide authoritative guidance on complex LER issues. This position starts at a salary of $122,198.00 (GS-14, Step 1) to $158,860.00 (GS-14, Step 10). GS Salary: Visit this link to view the locality pay tables by geographic area. Typical duties include: Providing technical advice and guidance to LER Specialists on a variety of complex problems encountered in work assignments. Implementing branch guidance and procedures designed to promote uniform application of policies and personnel management procedures. Providing technical guidance, training and assistance to LER Specialists on advanced labor and employee relations concepts and principles as well as authoritative recommendation for policy development and change. Applying a wide range of LER concepts, laws, policies, practices and analytical/diagnostic methods and techniques to address substantive technical issues relating to discipline, medical, performance, and leave cases and matters related to the administration of the collective bargaining agreements. Keeping abreast of trends and changes in labor and employee relations concepts and philosophies. Evaluating deficiencies and assists in the development of LER guidelines and the formulation of policies to ensure consistent implementation and application. Consulting with managers, supervisors, and program officials to determine their present and future labor and employee relations needs and serving as an authoritative source of advice and guidance. Analyzing and solving particularly complex and sensitive problems and issues, such as those involving apparently conflicting laws and vague and untested areas of case law where policy decisions and case strategy guidance may impact throughout the agency.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Serving as an agency or equivalent level senior consultant in devising ways to improve unacceptable employee conduct and performance. Conducting special studies and organize teams to develop and analyze HRM problems and make recommendations for improvements and resolutions. Serving as an agency or equivalent level senior consultant in responding to collective bargaining agreement disputes and other federal sector labor management relations issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/16/2024.
