Duties
Provides guidance to contractors and Government commands on property regulations.
Reviews and evaluates contractor property management procedures for currency and adequacy.
Reviews proposals for indication of fraud or irregularities and makes recommendation for correction if any.
Resolves significant problems of noncompliance by contractor operational elements to approve/negotiate desired changes in the contractor's property control system.
Participates in pre/post-award conference and negotiations as part of the contract negotiation and administration team.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- The incumbent must obtain Acquisition certification in the Contracting Functional Area at the Contracting Professional Functional Tier within 36 months of entry into this position, in accordance with DoD Instruction 5000.66.
- The incumbent must also achieve 80 hours of Continuous Learning Points (CLPs) every two years in accordance with the 4th Estate Director for Acquisition Career Management (DACM) Common Continuous Learning Cycle.
Qualifications
Basic Requirement: Undergraduate and Graduate Education: Major study - business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position. (You MUST submit copies of your proof of education; failure to submit required documents by the close of the announcement may result in an Ineligible rating.)
Time in Grade:
For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service.
Specialized Experience:
For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.
Specialized experience is defined as experience developing, reviewing, and implementing policies, regulations, and programs while monitoring, providing guidance, and recommending solutions to contractors on a variety of programs and procedures.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
